Duties andResponsibilities

The selected consultant will have overall responsibility for updating, systematizing and synthesizing the CCA, under the supervision of the OCR and in consultation with the agencies, UN funds and programs in the country. The development of the CCA will involve, among other things, the following: a. Perform the update and produce a new version of the CCA with a cut to June 2023 that has an extension of no more than 60 pages and that shows not only a photograph of the situation current but also that addresses the structural causes that underlie development challenges and limit the implementation of Agenda 2030. b. Integrate the United Nations Guiding Principles into the analysis: i ) Leave no one behind; ( ii ) Human rights-based approach; iii ) gender equality and empowerment of women; iv ) environmental sustainability;and v ) risk prevention approach. c. Carry out a desk review of the current CCA, the cooperation framework, the gender profile and other documents produced by UN agencies in Ecuador between 2021 and 2023. The OCR will provide a folder with such documents. Identify additional sources of information, coming from different actors, for topics whose analysis must be strengthened. d. Hold discussions with UN agencies, funds and programs on the first draft of the CCA to validate and enrich the findings. The spaces will be organized by the OCR. and. Draft and review the CCA according to the findings of the validation sessions, as well as the review / comments of the agencies. F. Build a friendly and easily understood document for a wide audience,that includes specific tables with data on the groups in the most vulnerable situation, including women, youth, people with disabilities, Afro populations, indigenous peoples, people in human mobility and children and adolescents. g. Make a presentation of the final version of CCA that is communicationally attractive and strategic, with the support of the OCR. h. The selected consultant will guide their work with the CCA: Annex 2 guides that offer guidance, tools and examples of how this instrument should be developed. Qualifications / special skills– Fourth level degree in economics, development, social sciences, economic or related to development cooperation. – Third level degree in economics, mathematics, administration, social sciences, international or related relations. At least 10 years of relevant professional experience in conducting research and in collecting and analyzing data related to sustainable development, particularly on the topics included in the CEC. At least 5 years of experience in studies and research on Ecuador. Previous experience in academic research and / or policy writing in an academic institution, group of experts, consulting firms, international organization or a similar environment. Experience in the formulation and participatory review of research.Experience working with UN agencies in knowledge generation.

LanguagesSpanish, with knowledge of English to understand publications written in that language.
