Consultancy – Partners Mapping to Support the Implementation of Ayuda en Accion Ethiopia Country Programme Strategy 2023 – 2025 At Ayuda en Acción


Introduction

Ayuda en Accion is an international non-governmental organisation with the headquarters in Madrid, Spain. The organisation was officially registered in Ethiopia in 2018 as Ayuda en Accion Ethiopia. Its national office is in Addis Ababa coordinating the country programme implemented in Oromia (Borena and Arsi), Southern Nations, Nationalities and peoples region (Wolaita) and Afar (Zone 1 and 4). The country programme strategy for 2023 2025 includes three programme areas: 1)Economic Development: Sustainable Livelihoodsand Resilient Food Systems; 2) Quality and Inclusive Education; and 3) Emergency Response and Resilience Building.

The strategic review process initiated in August 2022 recommended toexpand the portfolio of partners in line with the new country programme strategy (2023-2025), taking into consideration diverse roles partners can play in the implementation of the strategyT. hese terms of referenceaim to identify a qualified candidate to carry out potential p artner s mapping .

The assignment will focus on the following partner categoriesidentified in the programme strategy:

  • international non-governmental organisations and technical agencies as potential consortium partners according to the programme priorities and their su-bsectors;
  • local partners as potential consortium partners according to the programme priorities;
  • specific niche actors in public sector such as research institute;sand
  • specific niche actors in private sector that can bring programme interventions to

Partner mapping will correspond with the specific technical niche areas within three programme priorities, while also taking into consideration three cros-scutting themes (Gender Equality, Climate Change, Innovation). This phase willbe followed by information sharing and partnership building, which will be carried out by Ayuda en Accion Ethiopia.

Objectives and deliverables

The assignment identifies thefollowingdeliverables and theirobjectives:

  • Deliverable 1 (Partners M apping M atrix ): Develop a partners mapping matrix that includes sub-themes within 3 programme priority areas and potential partners
  • Deliverable 2 ( Partners Longlist ): Identify a preliminary (long) list of organisations, agencies, and other institutions to be mapped in line with the partners
  • Deliverable 3 (Potential partners Profile ): Collect information on each potential partner through desk review, interviews with relevant representatives, and
  • Deliverable 4 ( Partners Shortlist ): Select the most suitablepartners on pre- agreed criteria to be approached by Ayuda en Accion Ethiopia to present its expertise and organize discussions on collaboration; followed by thepartner mapping
  • Deliverable 5 (Partnership Documents ): Revise checklist supported by a brief guide for a user, a framework for partnership building, a consortium agreement template, and other documents to manage partnerships by Ayuda en Accion Ethiopia as per prior agreement with the selected

Methodology

The assignment will require a combination of approaches to achieve deliverables listed in Section 2, including, but not limited to, interviews with Ayuda en Accion programme and management staff, interviews/meetings with Ayuda en Acción programme and management staff, interviews/meetings with potential partners representatives, desk review, and field visits (optional).

Timeframe

It is anticipated that the selection ofa consultancy company/consultant will be completed in July and, upon agreement with the selected consultant, theassignment will be carried out during the July-September period 2023, based onan agreed schedule.

Payment schedule

The agreement with the selected consultant and thepayment will be doneaccording to the deliverablesas follows:

  • 10% upon signing the
  • 50% upon delivery and Ayuda en acción’s acceptance of Delivery 1-3
  • 40% upon delivery and Ayuda en acción’s acceptance of Delivery 4-5

Requirements

Technical qualifications and letter of interest

The shortlisted candidatewill:

  • have extensive knowledge ofthe Ethiopian development and humanitarian sectorand roles various institution play in it;
  • understand programmatic priorities of key donors relevant for Ayuda en Accion country programme in Ethiopia, including cross-cutting priorities;
  • have in-depth knowledge of partnership principles inthe international cooperation;
  • have good communication and networking skill;s
  • be able to operate independently;
  • have high proficiency in oral and written English, including the ability to present concise and well-written

As part of the Letter of Interest (LoI), the Consultant is expected to submit: 1) latest CV,a technical proposal explaining the understanding of the ToRand relevant technical expertise to carry out the assignment (not longer than 5 pages|), demonstrated experience withat least two similar assignments performed during the last three year;s and a detailed financial proposal with a proposed timeframe.
