The German International Cooperation (GIZ) along with the Trilateral Cooperation Project “Digitalization of Technical and Vocational Education and Training (TVET) Delivery” was recently approved by the Regional Fund for Trilateral Cooperation in Latin America and the Caribbean. This project is a collaboration between CARICOM Secretariat in partnership with CANTA (Caribbean Association of National Training Authorities), German Cooperation, the European Union and the Brazilian Cooperation Agency (ABC).

The objective of this consultancy is to develop a comprehensive incentive program aimed at significantly increasing the enrolment of women and representatives from marginalized groups in Technical and Vocational Education and Training (TVET) programs.

The incentive program should be designed to address existing barriers, promote inclusivity, and contribute to the enhancement of opportunities and access to quality education for these underrepresented groups in the specified region.

The contractor is expected to deliver a well-defined program that includes strategic interventions, outreach initiatives, and support mechanisms to foster the active participation and retention of women and representatives of marginalized groups in TVET programs, ultimately contributing to the broader goals of gender equality and social inclusion in the education sector.

Specifically, the contractor (consultant) is responsible for providing the following services:

  • Kick off meeting and methodology presentation: Inception Meeting.
  • Develop an awareness campaign focused on engaging the target groups.
  • Develop a strategy to engage and monitor the involvement of stakeholders in the incentive programme.
  • Develop an incentive programme to increase the enrolment of women and representatives of marginalised groups on TVET programmes.
  • Develop a strategy to evaluate and monitor the results of the incentive programme after implementation.
  • Prepare and present the Incentive programme in a virtual meeting for Caricom Member States representatives and other stakeholders.

Qualifications:

  • Postgraduate qualifications in Education and/or Communication and/or Youth Development and Gender, Social Work and/or Psychology.
  • C2-level language proficiency (proficient/native speaker) in English.
  • Five (5) years’ experience working with civil society groups, marginalized groups, Women in TVET, NGOs and community/social development.
  • Five (5) years of management/leadership experience as project team leader or manager in a company.
  • Two (2) years of experience managing/implementing projects with marginalized groups and women in CARICOM member states.
  • Demonstrated understanding of gender dynamics and social inclusion challenges in education, especially in the context of TVET.
  • Cultural sensitivity and an understanding of the specific cultural contexts within the target region.
  • Demonstrate understanding in development of incentive programmes.
  • Familiarity with TVET in the CARICOM educational landscape.
  • Strong ability to engage with diverse stakeholders, including government agencies, educational institutions and experience in working with marginalized groups and women will be an asset.
