Consultancy for a Study on Adapting Cash and Voucher Assistance (CVA) in Contexts of High Inflation and Depreciation in Syria At Caritas Switzerland


After 12 years of the Syria crisis, Syria faces a multitude of challenges that make it one of the world’s most complex humanitarian and protection emergencies. One approach adopted for the humanitarian response since 2018 is Cash Voucher Assistance (CVA).

To strengthen the evidence on using CVA in contexts of high inflation and depreciation, the HCT Cash Working Group (CWG) decided to conduct a study on adapting CVA in the context of high inflation and depreciation in Syria.

The objective of the consultancy is to outline what causes of the inflation and depreciation of the currency in Syria to reflect on the planning and operational levels, the implications on the programming and the implementation of CVA and build the actors’ capacity on adapting CVA in context of high inflation and depreciation in Syria.

The selected consultant for this task will be expected to compile the fragmented work into one unified narrative report, whilst including key informant interviews with key Cash practitioners in the country.

Relevant qualifications:

  • Demonstrated knowledge of the CVA context in Syria.
  • Previous experience working in the MENA region.
  • Demonstrated work experience in Cash and Voucher Assistance, both at a strategic and technical level.
  • Knowledge of the coordination architecture.
  • Proven research, analysis and writing skills.
  • Fluency in English, Arabic is an advantage.
