The District Health System (DHS) is a globally tried and tested population and area-based model intended to optimize the health and wellbeing of the local population. It is the vehicle for the coordinated delivery of primary health care and first level acute hospital care and intermediate hospital care. The DHS remains a central pillar of the health system, where more than 90% of the patient contacts happen. It is therefore the largest footprint and most important interface with patients, households, and communities. The DHS and Primary Health Care are the foundational elements of South Africa’s health system and legislatively provided for in the National Health Act and more recently National Health Insurance Bill.

The National Department of Health embarked on a process of reviewing the DHS Policy Framework and Strategy (2014-2019) to inform the new DHS Policy Framework and Strategy (2024-2030). The purpose of the review was to assess the progress made against the stated goals in the strategy 2014-2019 as well as to inform and make recommendations for the DHS strategy: 2024-2030.

The DHS policy and strategy for the next five years is nested within and aligned to the broader health policy reform agenda of the country including the Sustainable Development Goals, National Development Plan 2030, the strategic intent of the NHI Bill, the Presidential Health Compact Summit Outcomes of 2023 and the medium – term strategic framework (MTSF) which is still being developed.

The DHS Policy Framework and Strategy has identified key strategic focus areas with implementation and transversal enablers. The seven aspirational goals for the next five years with some specific objectives and suggested activities have been articulated. It is envisaged that these would be tailored for local provincial and district context and conditions.

A need has been identified to develop a comprehensive implementation plan for the DHS Policy Framework and Strategy (2024-2030), including a monitoring and evaluation framework. This will provide much needed guidance to Provinces, Districts, and stakeholders on the implementation of the strategy, as well as enable continuous monitoring of the implementation.

A consultant is needed to develop the implementation plan of the strategy, in consultation with various stakeholders.

How can you make a difference?

In collaboration and consultation with various stakeholders, the Consultant will develop a Comprehensive Implementation Plan for the District Health System Policy Framework and Strategy (2024-2030).

To qualify as an advocate for every child you will have…

  •  A Bachelors or higher in Public Health, Medicine, Social Sciences, or any relevant qualification
  •  Extensive experience and technical expertise in district health system development
  •  Project management from conceptualization to implementation, with an interest or experience in primary health care and health systems strengthening
  •  Field experience in the South African health system is desirable
  •  At least five (5) years of experience in developing guidelines of this nature (i.e. medical and health), especially work with National, Provincial and District health personnel
  •  Excellent understanding and command of English at native level
  •  Plain English writing and editing and designing skills
  •  High-level copy-editing, design, and layout of professional publications (provide links for the sample work)
  •  Knowledge of another local language is an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
