Professional services for “ Systematization of the management model of the Department of Labor Mobility Programs ”.

Nature of consulting:

Technical assistance for the systematization of the management model of the Department of Labor Mobility Programs.

  1. Context and scope of the project:

Historically, migration has been a present and determining dynamic for Salvadoran society and economy. El Salvador is a country of origin, transit, destination and return. In this sense, it is vital to carry out public policy approaches that consider the multidimensional impact of migration, taking into account the different environments and scenarios.

Specifically, regarding migration and labor mobility in 2019, the Labor Migration Program (hereinafter PML MTPS) is created, in order to promote the inclusion of Salvadoran people in the international labor market through regular, orderly and safe migration through temporary employment abroad. In February 2021, the Ministry of Foreign Affairs (MRREE) and the Ministry of Labor and Social Welfare (MTPS), sign a cooperation agreement in order to strengthen those related to the management of labor mobility in the PML. That same year, the Chancellery receives the superior mandate to start the Labor Mobility Program (PML RREE) through which the scheme of placement of temporary workers to the United States would be managed.

For its part, the current government aspires to facilitate the development of policies and programs that promote the interest of migrants and society, offering effective protection to migrant workers and their families. Part of that initiative, and considering the principles of effectiveness and efficiency in public administration, The aim is to systematize the processes that are part of the management of Labor Mobility Programs within the Department of Labor Mobility Programs of the Ministry of Foreign Affairs.

The management of these labor mobility schemes involves a whole series of extremely important aspects such as ethical recruitment, the protection of the rights of migrant workers, care for their families, the management of alliances with different national and foreign actors, as well as the reintegration of returnees into the social and productive life of the country, among many others; Thus, it is pertinent to systematize the processes that ensure a comprehensive operation of such schemes for the benefit of all the actors involved.

It is precisely these edges of the activities of the Department of Labor Mobility Programs that the consultancy will have as a framework for action; considering in each of the phases the managerial decision-making actors, as well as the operational elements that ensure compliance with the activities included in the exercise of the Program. It is intended that the consideration of these subjects of responsibilities emanating from the Manual be adaptable given the flexibility with which the Program is nourished by operational personnel due to its interactions with agencies of cooperation and foreign companies. This aspect will guide the execution of the Labor Mobility Program in an effective, efficient and sustainable way,so that the present experience and its systematization serve as a precedent for the processes that currently occupy the Department as in future initiatives for labor mobility, contributing to the integral development of migrant workers and their social groups.

The temporary scope of the consultancy is expected to be two months in which all the deliverables described later in the document will be completed, its development may be carried out remotely, except at the time face-to-face meetings and presentation of physically deliverables are scheduled.

  1. Objective:

Strengthen the institutional capacities of the Department of Labor Mobility Programs through the systematization of the Management Model and Process Manual.

Specific objectives:

  1. Systematize the phases and stages of the DPML through the design of a “ Process Manual for the Department of Management of Labor Mobility Programs Abroad ”.
  2. Define mechanisms for linking with the different actors related to labor mobility from the multi-actor, inter-institutional and intersectoral perspectives.
  3. Provide recommendations for the organizational development of the DPML with a view to establishing a Labor Mobility Agency.
  4. Ensure the effectiveness and efficiency in the care of the DPML towards the Salvadoran migrant workers who are applicants and beneficiaries.
  5. Establish the management and execution of similar new initiatives with other strategic partners in El Salvador.

6. Category B consultants: Tangible and measurable products of the assigned work Activities to be carried out by the consultant:

  1. Identify and define, with the Technical Commission, the methodology to be applied for the systematization of the management model of the Department of Labor Mobility Programs.
    1. Technical meeting to explain the process, expectations and sources of information with the Technical Commission.
    2. Presentation of the Consulting Work Plan (methodology to carry out all activities).
    3. Coordination with the consulting team of access to specialized information.
    4. Definition of actors involved with Labor Mobility Programs
  2. Develop the systematization tool of the management model of the Department of Labor Mobility Programs.
    1. Presentation of the report structureone.
    2. Develop a methodological strategy for gathering information considering the sources of information previously received and in accordance with the identified actors.
    3. Establishment of interview application dates in coordination with the Technical Commission.
    4. Sending invitations to actors in coordination with the Technical Commission.
  3. Application of methodology

  5. A summary of continuous improvement mechanisms will be presented according to the needs, opportunities and potential identified in the provision of the public service of the DPML. It is expected to define contact mechanisms, communication, dialogue and joint multi-actor construction that are efficient and effective, from the perspective of inter-institutionality and intersectorality in addressing the needs of Salvadoran migrant workers.
  6. It seeks to obtain recommendations on actions that promote the recognition and integration of temporary migrant workers and their contributions as strategic partners for economic, community and national development, considering as a starting point the resources of the diaspora, according to its classification in human capital (creativity, knowledge, experience), affective capital (family, friends, commitment,

willingness to contribute in their country of origin), share capital (networks, securities, regulations), financial capital (family and collective remittances; investments in

business, solidarity for the development and acquisition of goods).

  1. The consultant will present an action plan for the elaboration of the Management Model and Process Manual, having learned in depth about the particularities of the Department after meetings with executing actors of the Labor Migration Programs.

Specific products to deliver within the contracting period PRODUCT 1:

  • Proposal for a work plan, with its methodology and schedule to use
  • Action Plan for the realization of the Management Model and the Process Manual of the Department of Labor Mobility Programs Abroad.

PRODUCT 2:

  • Executive summary of DPML organizational development recommendations.
  • Executive summary of recommendations on the DPML Communications Plan, both internal and external.
  • Executive summary of recommendations for the integration of migrant workers as strategic partners for development.
  • Intermediate report of consulting activities

PRODUCT 3:

  • Executive summary on the individual DPML processes for each of the phases: Business Management, Selection, Recruitment and Visa, Monitoring and Return, and Impact and Reintegration Assessment.
  • Preliminary version of the Management Model and the Process Manual of the Department of Management of Labor Mobility Programs Abroad.
  • Report of corrections and recommendations considered in the model and the Manual.

PRODUCT 4:

  • Management Model and Process Manual of the Department of Management of Labor Mobility Programs Abroad.
  • Presentation of Management Model and Process Manual
  • Final report of activities on consulting.

Note: The products will be approved by the Technical Commission designated by the Creation of Alliances for Migration project.

The payment of the fees will be made against delivery and approval of certain products. To proceed with the payment, the consulting person must deliver the products indicated in the established period of time (according to the provisions described above).

Performance indicators for evaluation of results

  • Satisfactory conclusion of the tasks set forth in this document.
  • Follow-up to the technical orientation provided.
  • Delivery of products with useful and pertinent information.
  1. Service approval and monitoring
    • The closest follow-up will be under the coordination of the Coordinating team of the Project for the Creation of Alliances for Migration based in El Salvador in conjunction with the Department of Labor Mobility Programs.
  • The general follow-up will be carried out by the Technical Commission made up of the Coordinating team of the Project for the Creation of Alliances for Migration in conjunction with the Department of Labor Mobility Programs.
  • IOM and the Department of Labor Mobility Programs being able to hold conversations and reviews whenever deemed necessary.
  • Before the approval of the final report, the consultant must socialize the Technical Commission, in order for the latter to present the main products in advance, who will make in writing the recommendations that the consultant must compulsorily include in his final report.
  • The Technical Commission will monitor the work of the consultant, with which it will maintain a permanent communication, periodic meetings and to which the work reports will be sent. With its approval, the respective payments of the products presented will be made according to the conditions established in these TDRs.
  • The products of each phase have been prepared and in order to validate them, working meetings will be held with the Technical Commission.

Payment will be made according to the effective delivery of the following products:

Product 1:

Week 1: 7 days after signing the contract

8. Education, Experience, and / or Required Skills Academic requirements:

The consultant must meet the minimum qualifications defined in the following profiles: Senior Expert:

  • Graduated in Higher Education, preferably with a specialty in Social Sciences or Public Administration.
  • Demonstrated experience in information gathering processes in the field.
  • Proven capacity for analysis and synthesis of information and development of Management Models and Process Manual.
  • Demonstrated experience in developing Management Models and Process Manual.
  • Proven capacity with the public and business sector.
  • Negotiating capacity to create consensus with the actors participating in the process.

Experience:

Minimum two to five years of experience in the elaboration of Management Models and Process Manual.

  • Proven experience in recruitment processes.
  • Proven experience in process improvement processes.
  • Experience in developing improvement action plans.
  • Knowledge in some of the following areas: a) Human Mobility, b) Human Rights, c) Labor Recruitment, d) Planning.
  • Have experience in developing methodological / pedagogical tools and applying interviews.
  • Fluent command of the English language
  • Relationship with other people and institutions at a managerial and technical level;
  • Management of computer tools Microsoft Office package.
  • Strategic and analytical thinking.
  1. Related trips

The consultant will be in charge of the logistics processes involved in the activities within the consultancy. In addition, the consultant must cover the expenses related to mobilization, food and accommodation outside of San Salvador as long as they are necessary.

How to apply

Offers must contain:

  • The consultant must send their CV with three references and motivation letter of a maximum extension page, as well as a methodological and economic proposal that includes a schedule of activities, at the latest the January 30, 2024, to the email iomsalhr@iom.int.
  • The financial proposal must include professional fees. The consultant will be in charge of the logistics processes involved in the activities within the consultancy.
  • The note with expression of interest should explain in detail information on: professional experience, academic training, knowledge and acquired skills relevant to the development of consulting.
  • The appointment will be subject to certification that the candidate is medically fit to carry out activities and only applications that meet the required profile will be considered.
  • Those applications received at a later date or that do not specify the name of the call will not be considered.
  • This call is open only to national or foreign citizens legally authorized to work in the country.
  • The attachment must not have a weight greater than 2 MB.
