Consortium Manager (Education Project) At Norwegian Refugee Council


Context

The Norwegian Council for Refugees (NRC) is an International Non-Governmental Organization of Norwegian origin, present in more than 25 countries worldwide. He has been working in the Democratic Republic of Congo since’year 2001. Its programs are focused in the fields of’Education, Rapid Response to Population Movements (RRMP), Humanitarian Protection and Mediation, Shelters, EHA (Shelter/Wash), and’Information, Consulting, and, and Legal Assistance (ICLA) for populations forced to move.

Ituri is a province of’est of the Democratic Republic of Congo. It is further to the north and shares its borders with’Uganda and South Sudan. L’Ituri is experiencing a chronic and complex crisis that has been ongoing since 2017.

The security context is one of the most critical in the country. Fifteen armed’actors are still operational in the province. These are the local Armed Groups (Codeco, Zaire, FPIC, FRPI, Mayi-Mayi.) and an international ADF actor who is known to originate from neighboring’Uganda.

The’Area office of NRC in Ituri is composed of’ sixty staffs. The implemented projects address the questions of sectors : d’Education, Rapid Response to Population Movements (RRMP), Protection against violence, Shelter, EHA (Shelter/Wash), and’Information, Consulting, etc, and Legal Assistance (ICLA). The food security sector, although not currently under way, could be revived taking into account the real needs identified in the annual assessments.

The Elimu Kwanza Project comes to strengthen the’activity package in education to serve as a’a pilot of « Nexus » in the context of’education by tackling the’formal education, the, accelerated and the school and socio-economic reintegration of young people in the territories of Mahagi and Djugu.

Role & responsibilities

The Consortium Manager is responsible for the implementation of the « Project Elimu Kwanza » in conjunction with partners DRC, AJEDEC and FECOND. This is’a strategic and managerial position with specialized skills in the field of’education and capacity building.

  1. Develop, coordinate and manage the Elimu Kwanza project ! in the DRC in accordance with the proposal and strategy of the project and the requirements of the lessor (l’EU) ;
  2. Manage, train and develop the teams of the NRC Education CC and partner organizations ;
  3. Ensure high technical quality and transparent processes throughout the entire project cycle ;
  4. Adhere to the basic education skills and other policies tools and manuals of the NRC ;
  5. Represent NRC in internal and external forums in connection with the’education project Elimu Kwanza ;
  6. Ensure effective management of the’ all project documentation (reporting, archiving, etc.) ;
  7. Develop, manage and monitor budget(s) in accordance with the Financial Manual and donor requirements ;
  8. Ensuring transparent and efficient procurement ;
  9. Promote the rights of displaced persons and returnees, explore and evaluate new and better ways to’aider ;
  10. Implement project-specific protection priorities.

General professional skills :

  • Minimum 04 years of’ experience working at a higher level in the management of’education programmes in a humanitarian/rehabilitation context in the DRC ;
  • Experience working in complex and volatile contexts ;
  • Expertise in’technical teaching ;
  • Strong budgetary management skills ;
  • Previous experience in the financing of project management of the European Union (EU)’ ;
  • Self-knowledge and managerial maturity
  • Exceptional communication skills, both in the written’ and’oral in French ; (good command of French, knowledge of the Swahili language and basic English).
  • Self-control and proven sense of leadership ;
  • Commitment to the rights of’child and the protection of’child in conflict contexts and with regard to’education in the DRC ;
  • Previous experience in the management of’a consortium will be an asset.
  • Experience in starting projects and/or piloting new approaches
  • Good understanding of the minimum standards of’INEE, conflict-sensitive’education, and, packs for teachers in crisis and psychosocial support techniques such as the NRC Better Learning (BLP) programme ;
  • Good understanding of the’ education and training programme for young people, including monitoring their socio-economic integration ;
  • An understanding of the different steps and tools involved in the realization of’a market evaluation would be an asset ;
  • Proven experience in internal and external capacity building.
