COMPLIANCE OFFICER

GENERAL DATA

Work Headquarters: Tegucigalpa

Geographic scope: Honduras, Colombia and other countries in which GOAL Honduras intervenes.

GENERAL DESCRIPTION:

GOAL is a humanitarian aid organization legally registered in Ireland, the US and the UK, which has implemented more than $1 billion in humanitarian and development programs in more than 50 countries since 1977, with a presence in Honduras since 1998 from where other countries in the Latin American region such as Colombia and Venezuela are currently intervening.

POSITION OBJECTIVE:

Responsible for planning and coordinating GOAL activities to ensure effective compliance with internal policies and procedures and with the rules and regulations of its donors with the required ethical and regulatory standards and national legislation applicable in the countries under their supervision.

SPECIFIC OBJECTIVES

  • Ensure the degree to which the instructions, plans and procedures issued by GOAL Ireland are being complied with.
  • Review and evaluate the stability, sufficiency and application of operational, accounting, logistical and financial controls.
  • Determine if all property or assets are registered and protected.
  • Verify and evaluate the veracity of accounting information and other data produced in the organization.
  • Verify compliance with the terms, conditions and reports to donors
  • Conduct special investigations requested by management.
  • Monitor compliance with the recommendations contained in previously issued reports.
  • Ensure that Partner reviews are carried out based on GOAL and its donors’ procedures.
  • Generate Compliance Reports.

Description of Tasks or Functions:

  1. A good understanding of GOAL and donor requirements from the proposal process to the final project audit :

to . Knows and advises on the application of internal procedures as well as donor requirements related to acquisitions, Human Resources, finances, partners, etc.

b. Knowledge and keeping GOAL Honduras Program staff informed, emphasizing compliance risks.

c. Continuously updates on specific donor requirements and understands the type of analysis that donors perform when audits are carried out, with emphasis on USAID/BHA, ECHO, EU, IBD, Irish Aid, GIZ, FHIS, UNICEF, START NETWOR and other specific donors of the GOAL Honduras program and other intervention countries from Honduras

d. Stay informed and ensure compliance with GOAL processes and policies, including but not limited to Anti-fraud, Conflict of Interest and whistleblowing policies, procurement and financial processes, etc.

2. Quarterly compliance report

to. Prepare quarterly compliance reports, based on the quarters assigned by HQ, by reviewing transactions, using the standard GOAL format and submitting it to the HQ compliance department for review. The quarterly report requires substantive reviews of transaction documents in relation to Human Resources, Procurement and other areas that represent risks, to ensure that GOAL processes/procedures have been applied and that an audit trail exists. Experience in the audit area is an advantage.

b. The Compliance Manager must maintain a record of all action points and recommendations from the quarterly reviews and present it to management, share it with the corresponding areas and develop joint plans to close findings and follow up until they are cleared.

3. Training

to. Train the staff of GOAL Honduras and the countries of intervention from Honduras in Compliance with the rules and regulations of Donors, Anti-raud and Corruption and conflict of interest, System for Anti-Terrorism Checking and other Sanctions, national legislation of Honduras and others that may be assigned. , using as a basis when they exist tools developed by GOAL HQ, adapted to the context if required and generating content based on the country’s needs, including those that apply to the partners.

b. The Compliance Management will support the induction program managed by Human Resources, making periodic reviews of the training that is included and the team of instructors for each training, monitoring will be done so that the program is carried out in the first 30 days to new employees, will verify that the employees sign the check list of training received and the policies that are required to be signed from HQ, as well as that they are filed in the person file.

4. Subsidy Life Cycle

to. The Compliance Management must advise when required to the different areas within the organization, including finance, acquisitions, logistics and programs, on various issues related to the requirements of the donor and GOAL throughout the duration of the project. This will include advising at the proposal preparation stage, agreement signing, partnership establishment, during implementation (especially in relation to procurement) and at the reporting stage to ensure that specific donor requirements are being considered.

b. The Compliance Management will be in charge of reviewing the agreements and modifications and presenting a summary of the main compliance requirements of the agreement to the administration and staff at the grant meetings.

c. The Compliance Management will schedule, together with the Grants team, the Grants meetings, which must be at least three in the cycle of each project, will monitor their execution and ensure that they are duly documented in the GOAL formats.

5. Focal Point Partners

to. The Compliance Management, together with the Subsidies Manager, will be the focal point of GOAL Honduras partners and the countries that are involved from GOAL Honduras will participate in the partner meetings organized at the GOAL Global level.

b. Partner processes will be managed in line with the GOAL partner manual, internal policies/procedures, donor rules and regulations and national legislation of the partner’s country of implementation and provide recommendations, including those related to training for partner staff. partners, when necessary.

c. Conduct pre-award assessments of potential organizations, evaluating internal controls, their ability to manage a GOAL grant, and the risk associated with the partnership. The result of the evaluation will give the guideline to carry out the payment schedule and monitoring of the partner, GOAL policies that must be applied, the above will be established in the agreement.

d. Conduct periodic and final compliance reviews of partner transactions, and shall make recommendations to finance regarding partial or full completion of payments, reviews include but are not limited to field visits to partner offices when possible and/or virtual follow-up meetings.

and. Maintain a record of the actions and recommendations for each of the partners and must ensure that these are communicated to the partner and GOAL management, and that these are being followed up and implemented in a timely manner.

F. Provide training recommendations to partners based on the results of the evaluation carried out and any mid-term reviews. These recommendations must be communicated to the administration.

g. Coordinate with the Subsidies team the preparation of the funding agreements for partners and the different supporting documents requested in the partner manual, define the requirements and formats to be used, indicate special clauses that arise from the partner assessment, carry out the reviews of draft agreements, amendments and modifications of new partners, using existing GOAL formats

h. Refer information on funding agreements with partners and amendments to the HQ Desk Officer for approval management, provide feedback together with the grants team when required.

Yo. Manage the signing of fund agreements with partners and amendments, within GOAL and with partners

j. Manage and organize the GOAL Honduras partner site and the countries that are intervened from Honduras in coordination with the IT team, create folders for partners, authorize access to key personnel, monitor that the information is updated and properly filed.

k. Partner file verification on the global partner site is the folders that correspond to Honduras and countries that are operated from Honduras.

6. Quality Control

to. Verify that project files are in an orderly manner both physically and digitally

b. Document good practices that may arise during the implementation of activities.

c. Verify that the files on the systems area sites are in order and updated.

7. Administration of the System for Anti-Terrorist Checks and Other ATSC Sanctions

  1. Manage Honduras users and Honduras intervention countries in the ATSC system
  2. Open new users for the Human Resources, Purchasing and Partners areas based on needs, as well as unsubscribe users when required.
  3. Inform HQ compliance about user changes in the ATSC system and request authorization to clear cases from new users
  4. Provide training and technical support to users when required, unlocking, user reset and password changes, and report cases to compliance HQ of situations that require other access.
  5. Participate in GOAL global meetings and groups for ATSC system administrators
  6. Senior Reviewer, reviews the actual matches, prepares reports and submits them to the Country Director and Regional Director, to authorize or stop the cases referred by reviewers one.

OTHER FUNCTIONS

  1. Monitoring of the Risk Register of GOAL Honduras and the countries in which Honduras intervenes in the systems areas
  2. Follow-up on findings and action plans from HQ internal audits and the Consolidated Findings List (CIL)
  3. Fraud Focal Point, responsible for coordinating investigations of cases of suspected fraud designated by the Country Director, in coordination with the HQ investigations team
  4. Collaborate with the Systems Management for the implementation and updating of internal procedures required by HQ
  5. Perform any other task that is assigned by the Systems Management

Professional Studies:

  • Bachelor’s degree in Finance or Public Accounting, Administration or similar.
  • Studies in risks, compliance, internal audit and similar at a postgraduate level preferably.

Professional experience:

  • 5 years of experience in the area of ​​donor compliance and/or similar positions (internal control, general administration or finance)
  • 2 years of financial experience (audit or donor experience highly preferred)
  • Experience in Anti-terrorist Checking and other sanctions in lists required by different donors and/or management of automated systems on this topic.
  • Experience in verifying compliance with internal control policies and procedures with emphasis on the areas of Logistics, procurement, finance, and human resources.
  • Experience in compliance review of reports presented by Sub-Agreements signed with partners and preparation of reports
  • Experience in supporting the preparation of compliance reports and/or internal auditing of different areas such as Subsidies, Human Resources, Purchasing, Inventories, Distribution, control of advances for activities and travel expenses.
  • Previous NGO experience and knowledge and experience in donor rules and regulations (USAID, ECHO, COSUDEH, GIZ and others)

Knowledge

  • Proficiency in the English language (spoken and written)
  • Knowledge and application of donor Rules and Regulations with emphasis on BHA, USAID and USG and continuous monitoring of updates.
  • Management of virtual information storage systems and use of online meeting platforms such as Teams, Skype, Zoom, Google Meeting and/or similar.

COORDINATION

RESOURCES

  • The specialist will have a physical space available to work in the GOAL office in Tegucigalpa.
