International Medical Corps is a non-profit humanitarian organization dedicated to saving lives and alleviating suffering through health care, nutrition, training and development programs.

Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a non-sectoral, non-political, voluntary and private organization. Its mission is to promote quality of life through health interventions and health care activities for capacity building of local communities around the world.

International Medical Corps is implementing a project of’humanitarian assistance to internally displaced persons,’ host families and other more vulnerable people (children under 5 years of age, pregnant and lactating women, etc.) through an integrated approach to primary health care, nutrition and protection, taking into account water, sanitation and hygiene aspects. This project is funded by USAID through its humanitarian aid office’ (BHA).

It’ is within this framework that’IMC seeks to recruit One « Compliance Officer » which will be based at Goma.

2. Position summary

The Compliance Officer is a member of the compliance unit in the field and is responsible for carrying out compliance checks in the country of operation. Compliance work must be carried out in accordance with the charter of ethics and compliance, national work plans, International Medical Corps policies and procedures, and donor regulations.

The Compliance Officer promotes and promotes a culture of compliance and ethics within the International Medical Corps. As part of his duties, he ensures that he understands the standards of compliance and ethics of International Medical Corps and donors, and he adheres to these standards. Performs its work with the highest level of integrity. Communicate these values to staff and partners and require them to adhere to these values.

3. Essential Tasks and Expected Results :

General responsibilities of the “Ethics and Compliance” department”

  • Promote and encourage a culture of compliance throughout the organization.
  • Encourage transparency, communication and teamwork with regard to the ethics and compliance charter and the objectives of the department.

Main tasks

  • Prepare the national work plan, which determines the scope, sample size, timing and frequency of compliance checks in the country.
  • Carry out compliance checks in accordance with the agreed national work plan.
  • Assist management in effectively identifying, documenting and mitigating non-compliance risks associated with program and operations activities.
  • Prepare and submit timely compliance reports with observations and recommendations for technical review to the regional compliance coordinator and/or field compliance officer.
  • Publish in a timely manner monthly and quarterly reports to the management of the country.
  • Regularly review progress made in the implementation of compliance recommendations and agreed action plans.
  • Provide advisory services to national management on improvements and engage with other departments to support improvements in internal controls.
  • Ensure that registration of compliance reviews stored in a shared file is timely, accurate and complete.

Communication

  • Proactively communicate the results of compliance reviews and identified deficiencies with national management and support real-time corrective action to avoid non-compliance.
  • Prepare and provide the necessary updates and reports on compliance work in the field, as appropriate.
  • Maintain regular communication with key stakeholders at the country and headquarters level, as appropriate.

Capacity building and training

  • Collaborates with other relevant departments to develop and deliver training on fraud, corruption, conflict of interest and other training to International Medical Corps staff and partners.
  • Research available sources and keep abreast of relevant trends and activities in the area of compliance within the NGO community.

Other responsibilities

  • Propose changes to policies and procedures and system improvements.
  • Assist management in addressing any deficiencies in internal control.
  • Participate regularly in regional compliance meetings.
  • Assist the compliance investigation unit and the country management in investigations, at their request and subject to the approval of the regional compliance coordinator and/or the compliance officer in the field.
  • Perform any other tasks assigned by the regional compliance coordinator and/or/or the head of compliance in the field for the purpose of supporting or improving the operations of the compliance unit in the field.

Ethical conduct of’IMC staff

The International Medical Corps maintains a code of conduct that must govern the performance of its employees engaged in awarding and administering contracts. No employee, officer or agent shall participate in the selection, award or administration of a contract funded by donor funds if a real or apparent conflict of interest is involved.

Such a conflict occurs when the employee, employee or agent, any member of his immediate family, partner, etc, or an organization that employs or is about to employ any of the parties listed above, has a financial or other interest in the selected business for an assignment.

The officers, employees or agents of IMC shall not solicit or accept any gratuities, or, favors or anything else of monetary value on the part of the contractors or parties to the secondary agreements.

These standards set out the disciplinary measures to be applied in the event of a breach of these standards by BMI officials, employees or agents.

Prevention of sexual exploitation and abuse :

L’« sexual exploitation » refers to the fact of’abuser or attempting to’abuser of’a situation of vulnerability, of a balance of power or of trust relationships for sexual purposes, of, in particular with a view to deriving a paid, social or political advantage from the sexual exploitation of’ of another person or from sexual abuse committed on it. Staff must actively promote PSEA (Prevention of sexual exploitation and abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

Compliance & ethics

Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to these standards. Performs its work with the highest level of integrity. Communicate these values to staff and partners and ask them to adhere to them.

Qualification, experience and skills

  • Have a bachelor’s degree (in a higher education institution or university in business administration, accounting, risk management or similar.
  • An equivalent combination of relevant training and experience may be substituted where appropriate ;
  • A master’s degree in a relevant discipline preferably ;
  • A certification in audit, in grant management, in risk management and/or in compliance preferably ;
  • More than 3 years of relevant experience in a related field, including at least 1 year in the field of humanitarian aid or equivalent experience ;
  • Experience in risk management, compliance and/or audit preferably ;
  • Knowledge and professional experience with USAID, EU, FCDO and other donors preferably ;
  • Knowledge of different types of instruments (grants, contracts, sub-grants, etc.) preferably ;
  • Knowledge and experience of various business processes (such as human resources, program management, financial management, supply chain management, information technology, etc ;
  • Attention to detail, high degree of ethics, integrity, discretion and professionalism ;
  • Ability to handle sensitive issues on a confidential basis ;
  • Demonstrated ability to gather, analyze and evaluate facts, identify problems, draw meaningful conclusions and prepare and present concise written reports in English ;
  • Ability to solve problems ;
  • Ability to effectively train staff ;
  • Proficiency in English and proven ability to express oneself correctly both orally and in writing; knowledge of French is preferable ;
  • Ability to establish and maintain working relationships and communicate clearly and effectively with other staff members
