Duty Station: IOM Country Office in Bahrain, (Home-Based) with frequent travels to Bahrain and KSA

Type of Appointment: Consultancy Contract for 6 months with possibility of extension

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope:

The International Organization for Migration (IOM) within the framework of the project “Strengthening Mechanisms to Combating Human Trafficking in the Kingdom of Saudi Arabia” implemented in partnership with the National Committee to Combat Trafficking in Persons (NCCT) represented by the Human Rights Commission (HRC) is seeking a qualified and experienced Communication Officer to develop and implement a comprehensive communication plan. The selected candidate will play a key role in enhancing public awareness, disseminating information, and promoting the committee’s initiatives to combat Human Trafficking and will work to mobilize support, garner resources, and drive meaningful action towards the eradication of human trafficking within the Kingdom.

Organizational Department / Unit to which the Consultant is contributing*:* Migrant Protection and Assistance (PXD) Division within IOM Country office in the Kingdom of Bahrain

Tangible and Measurable Outputs of the Work Assignment:

Working under the supervision of the Head of Protection Unit at IOM Mission in Bahrain and in coordination with the Project and Liaison Officer in KSA, the Communication Officer will be responsible for:

  • Developing a detailed communication plan aligned with the goals and objectives of the Anti- Trafficking National Action Plan 2024- 2027.
  • Creating and implementing strategic communication campaigns to raise awareness about human trafficking issues.
  • Developing templates for drafting press releases, articles, and other communication materials to highlight the committee’s activities and achievements.
  • Developing Information, Education and Communication (IEC) material to disseminate information to the public.
  • Developing IEC material to disseminate information to migrant workers and victims of trafficking.
  • Support the conceptualization and development of IEC materials for employers of domestic workers and provide inputs as may be needed.
  • Develop a training curriculum for journalists on Combating trafficking in Persons.
  • Collaborating with relevant stakeholders to ensure effective communication and partnerships in the fight against human trafficking.
  • Monitoring and analyzing media coverage related to human trafficking issues in KSA
  • Providing regular reports on communication activities and their impact.

Education, Experience and/or skills required:

  • A bachelor’s degree in communications, Public Relations, Journalism, or a related field.
  • At least 5 years experience in developing and implementing communication plans and in producing similar deliverables, preferably in the field of human rights or social issues.
  • Excellent written and verbal communication skills in Arabic and English.
  • Strong interpersonal skills with the ability to work effectively in a collaborative environment.
  • Familiarity with the cultural and social context GCC in general and the Kingdom of Saudi Arabia in particular.
  • Proficiency in using digital communication tools and social media platforms.
  • Excellent communication skills (oral and written English)
  • Past experience conducting similar studies for the International Organization for Migration or other UN agencies is an advantage.

Languages:

The consultant is expected to be fluent in English, the Capacity to draft and interact in Arabic is an added value.

Other:

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and the latest glossaries in all given assignments for accurate translation.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
