Objectives of the mission

Overall, the objective of the mission is to clarify the understanding of the causal relationships established in the logics of the projects, provide rapid feedback to enable projects to readjust for better implementation and generate knowledge to improve future interventions of donor and government electricity programs.

More specifically, it will mainly be :

1 ) Design and implement an Learning Plan for the benefit of Senegal’s Electricity Compact and interventions from donor and government electricity programs ;

2 ) Provide quick answers to the learning questions formulated for better implementation of projects ;

3 ) Establish a better understanding of the causal relationships established in the logics of the projects as well as the theory of change of the Compact in order to improve them ;

4 ) Provide a knowledge base ( document lessons learned and good practices ) drawn from learning to improve future interventions of donor and government electricity programs ;

5 ) Provide a strategy for effective knowledge appropriation and capitalization of lessons learned ;

6 ) Develop a post compact learning plan for the electricity sector

Applicant profile

*Qualifications and skills*

1. A BAC + 5 level diploma in Public administration, knowledge management, Political science or related fields.

2. A general professional experience of eight ( 08 ) years or more in Strategic Planning, Project Design and Evaluation and in the Communication of projects and programs.

3. Two ( 2 ) or more references in the last five ( 5 ) years in Facilitation of Learning and knowledge management to improve development programs and change of systems for the management of development organizations and agencies.

4. A good command of French orally, writing and reading is required.

5. A good command of English.
