Project Summary:

Creative is seeking a Collaborating, Learning, and Adapting (CLA) and Research Officer for the USAID-funded Uzbekistan All Children Succeeding (ACS) Activity. This activity will be to improve the learning outcomes of Uzbekistani primary school students. To achieve this, the activity will strengthen the capacity of education sector systems to provide quality learning environments with the instruction, materials and support that children need while they are in school, at home, or in the community. Equity and inclusion will serve as core principles of this activity; therefore, interventions will work to address the learning needs of children with disabilities and integrate Universal Design for Learning principles to ensure that approaches reach and support all children.

Reporting & Supervision:

The position will be reporting to the Senior Monitoring, Evaluation, Research and Learning (MERL) Manager.

Responsibilities

Primary Responsibilities:

  • The CLA and Research Officer will support the Senior MERL Manager in data quality assurance procedures, and compiling, processing, and analyzing activity performance data;
  • * Ensure regular and consistent documentation and that reporting deliverables are met timely and in compliance with USAID rules and regulations;
  • * Supports the project’s Collaborating, Learning, and Adapting (CLA) approach to monitoring and evaluation;
  • * Support MERL Manager in coordination and development of the project research agenda and CLA activities, and mentor project wide CLA implementation using relevant tools and resources;
  • * Support and lead Action Research related to the project’s inclusive education mission;
  • * Work with partners, Government of Uzbekistan stakeholders, and other stakeholders working in inclusive education on CLA and research activities;
  • * Support the Senior MERL Manager to maintain an up-to-date catalog of all project MEL tools and forms in electronic and hard copy data files;
  • * Analyze data for the project research and CLA studies, and to create user-friendly dashboards for the project;
  • * Support the Communications Team to develop public facing materials based on ACS research and project data for use by all stakeholders;
  • * Ensure that partners and consultants submit all MEL plans and reports within the agreed time schedule;
  • * Support education assessment activities including logistics, data collection, quality assurance and reporting;
  • * Conduct project site visits to collect quantitative and qualitative data, including site visits for secondary verification of data results;
  • * Participate in the development of Annual Work Plan(s), prepare and annual updating of the MEL Plan in alignment with project’s expected deliverables and results;
  • * Ensure quality and streamlined data entry in Creative corporate web-based MEL platform MEDAL (Monitoring and Evaluation Database for Adaptive Learning); populate MEDAL, building global dashboards, suggest changes and improvements to data structuring and collection;
  • * Assist in the collection, storage, and analysis of accurate, high quality, and reliable data, in particular, ensure performance indicators and output, outcome, and impact data are prepared and collected properly in targeted geographic and thematic areas; and
  • * Perform other tasks assigned by the Senior MERL Manager.
  • Qualifications

Required Skills & Qualifications:

  • BA required in International Development, Monitoring and Evaluation, and statistics, or other relevant Social Sciences and/or equivalent combination of education and work experience is required.
  • * Must have 4 years of general work experience, and 2+ years of specific experience in relevant position in international development programming and implementing MEL systems for USAID funded projects in education is required.
  • * Experience conducting data collection required, including using qualitative and quantitative techniques using methods that are suitable for changing and complex environments.
  • * Excellent computer skills, particularly with NVivo, Microsoft Excel, SPSS, STATA, R, and other statistical package, knowledge of mapping tools such as ArcGIS preferred.
  • * Demonstrated experience in MEL/research report writing.
  • * Excellent interpersonal skills and teamwork;
  • * Good level of spoken and written English is required. Fluency in Uzbek and Russian preferred. Knowledge of other local languages desired.
  • * Authorized to work in Uzbekistan.
