Background & context:
The SIERY project aims to enhance economic & social wellbeing for Yemeni, in particular for the poorest & most vulnerable, through strengthening local governance & local economic development across 45 districts in 9 governorates.
A key component of the project is the support to implementation of governorate priorities, including but not limited to rehabilitation & / or construction of education, health, road, water & market infrastructure.
The work is carried out by local contractors through various Responsible Parties (RPs) & through our client directly.
Objectives & scope of assignment:
Under the guidance of the Chief Technical Advisor & direct supervision of the National Coordinators Institutional Resilience & Economic Resilience & our clients Engineers, the Consultant Engineer will:
Support the efficient management of construction projects & engineering processes.
Support the supervision & monitoring / quality assurance of civil / construction projects.
S / He will collaborate closely with the respective SIERY Field Coordinator.
Support the efficient management of construction projects & engineering processes:
Providing technical support for planning, designing & reviewing the construction & rehabilitation projects.
Participate in the assessment / verification (incl. social & environmental) of identified district priority projects.
Review assessments / verifications prepared by 3rd parties.
Prepare Bills of Quantities (BoQ’s) / technical specifications, cost estimates & Scope of Work (SoW) pertaining to civil works.
Review technical documentation (design, drawings, BoQs & technical description) prepared by 3rd parties.
Assists in the preparation of tender documents pertaining to the civil works of new projects in accordance with international codes & relevant work practices.
Assist in the analysis & review of the offered unit rates against the cost estimate in correlation with BoQs, provided by contractors & to assess whether they are realistic.
Participate in the evaluation of bids & selection of the best bidder to the tender for construction works & assessment of the bidder’s competencies & experience against minimum qualification requirements as per the tender requirements.
Support the supervision & monitoring / quality assurance of civil / construction projects for our client managed projects:
Assist in supervising the works in accordance with the contract documents & the procedures established by our client to ensure that the civil works are implemented in accordance with the designs, technical specifications & other contracts documents.
Monitor the progress of works & prepare the status report according to contract schedules, specifications & project plan.
Supervising contractors’ performance in all matters related to the civil works & ensuring that the minimum safety requirement is adhered to, in all the ongoing projects sites.
Check & review material submittals & equipment incorporated in the works to ensure compliance with designs, specifications, instructions & safety regulations as per contractual agreements.
Ensure that the health & safety measures are adopted & followed to the full extent & with no deviation & if needed, instruct additional safety measures.
Assist in ensuring the correct implementation of the works according to technical specifications, drawings, workmanship & quality of materials.
Review the contractor’s work schedules & updates thereof, closely monitor the work progress.
Preparation of inspection / progress reports.
Verify the works submitted by contractors & / or consultants, check & record the measurements of the executed works & provide a report to Head of the Engineering Unit for preparation of payment certificate.
Attend weekly & monthly office meetings.
Inform supervisors of any problem which may arise.
Provide reports for contractor claim & / or variations of orders for approval of Head of the Engineering Unit.
Assist in the preparation of inspection of written snag lists for substantial & final project handover.
Maintain a filing system for all site memos & instructions, measured quantities of work & materials on site, reports & other documents & correspondence pertaining to the construction activities.
Carry out any other tasks related to the works.
Support the supervision & monitoring / quality assurance of civil / construction projects for projects managed by 3rd parties:
Review milestone & quality assurance plans to establish their correspondence to the works.
Review quality assurance reports & provide details comments.
Liaise with 3rd party engineers where necessary to discuss the reports & the comments.
Prepare plan for our client led quality assurance activities per project.
Liaise with local authorities & community structure where necessary.
Prepare quality assurance reports.
Visit project sites for monitoring progress & assuring quality, including but not limited to:
Adherence to designs, technical specifications & other contracts documents.
Compliance with instructions & safety regulations.
Progress of work & correct implementation of works according to technical specifications, drawings, workmanship & quality of materials.
Contractor performance.
Project reporting:
The consultant will report directly to the relevant National Coordinator & our clients Engineer & is reqiured to prepare 12 monthly reports including but not limited to:
Status of projects worked on.
Site visits.
Challenges.
Complaints received (if any).
Recommendations & suggested changes.
Key competencies:
Bachelor’s degree in civil engineering or related field.
Minimum 7 years of relevant work experience in engineering or related field (if Master’s degree, this is reduced to 5 years), including understanding of technical drawings & BoQs.
Experience with social, environmental & health standards.
Experience in the in the relevant field of civil engineering, especially design & design review, assessment etc. of civil works (rehabilitation works for buildings, roads, water network, sewage disposal / treatment, etc.).
Experience in preparation / review of BoQs, specifications, cost estimates etc. for different civil works as per international standards or best practices.
Experience in supervision, monitoring & overall contract management for implementation of civil works contracts.
Fluency in English & Arabic, both written & oral.
Excellent computer literacy excellent communications, report writing & analytical skills.
Knowledge & experience in ensuring consideration of construction for people with disabilities.
Discretion & sound reasoning in dealing with sensitive matters, ability to independently solve complex & challenging problems.
Strong planning & organizational skills, ability to handle planning multiple concurrent projects / activities.
