The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity.

The Rural Entrepreneurship, Job Creation and Human Security Division (DTA/AGR/RJH) provides technical cooperation services to improve livelihoods in rural communities through productive activities. The focus is on business activities among socially and economically marginalized people, including in particular women and youth, in the farm and non-farm sectors including creative industries. Both entrepreneurial and technical human capacities are strengthened and matched with opportunities for producing new and improved marketable products. Knowledge and technology introduced in the rural communities match the absorptive and innovative capabilities of the poor and vulnerable segments of rural society. The Division provides its technical cooperation services in close coordination with the other relevant departments and technical divisions and organizational entities of UNIDO as appropriate.


The Chief Technical Advisor (CTA) will be recruited under the project **“**Support for training and skilled employment in the heavy equipment sector of the Democratic Republic of the Congo” (Project ID 210117).

This Public-Private Development Partnership (PPDP) project between the Governments of the DRC and Sweden, Volvo Group, Epiroc and UNIDO aims at increasing the number of Congolese staff, especially young men and women, employed in technically skilled positions in the Heavy-Duty Equipment and Commercial Vehicles (HDIECV) industry in the DRC. The intervention is designed to improve the relevance and quality of TVET in the HDIECV sector and to ensure that experienced and new Congolese professionals are equipped with marketable skills that enhance their employability.

To this aim, the project will support two vocational training centers with upgraded facilities, learning equipment and modernised curriculum. These “Centers of Excellence” will establish proof of concept for PPDPs as an aid delivery modality which effectively promotes youth employment through demand-driven industrial skills training and contribute to improving skills development and labour market systems’ efficiency.

The intervention applies the Market Systems Development (MSD) approach to maximise scalability and sustainability. The project will promote systemic change through evidence-based policy dialogue with relevant governmental authorities to stimulate supportive responses and will encourage private sector engagement in TVET governance and delivery in other geographic areas, VTCs and/or trades.

The CTA will work under the overall guidance and supervision of the Project Manager (PM)/ Allotment Holder (AH) at UNIDO HQ and assume responsibility for implementing all project activities in close coordination with project partners. The position calls for a leader who is methodical, self-disciplined, thorough, adaptive, open to learning and result-oriented. The ideal candidate would possess high interpersonal skills that allows her/him to remain calm, diplomatic and constructive even in adversarial situations and work to find practical solutions that steer the project to deliver on its goals.

The incumbent will undertake the following duties:

Main duties:

Project management:

· Work closely with the PM/AH and project partners to provide strategic guidance and direction to the project with a MSD approach focus, notably with regards to adaptive and strategic learning management techniques; · Develop, implement and monitor project work plans and adapt activities and timelines as necessary to deliver on project outcomes; · Manage the day-to-day implementation of the project and ensure the timely delivery of project outputs and activities as per the project document and approved work plan; · Define resource requirements and prepare necessary inputs (e.g. job descriptions, evaluation of performance, terms of reference, technical specifications, training arrangements) on time, at the right level of quality, and within the agreed budget; · Supervise the use of project budget at field level, including the identification of vendors, contract management and the completion of payment procedures, and ensure adherence to UNIDO’s relevant rules and regulations.

Key technical inputs:

· Ensure constant analysis of the labour, skills development and recruitment market systems and key market players’ network situation, identify win-win opportunities for collective action, facilitate uptake of innovations, encourage scale-up, while ensuring ownership by key market players; · Engage in evidence-based dialogue with different market players, at provincial and central levels, provide strategic advice and coaching, in view of stimulating change in their roles and practices, to achieve systemic change and project outcomes; · Create and pilot new ways of working to address key constraints in the HDIECV labour, skills development and recruitment markets, share information, reflect on actions and progress to inform future action; · In coordination with the Deputy CTA and the National Project Liaison Officer, monitor TVET reforms at the national level as well as the development of new TVET initiatives in the two target regions; · Develop knowledge assets (policy briefs, thematic briefs, case studies, etc) in coordination with other team members and project partners.

Team management:

· Supervise and provide guidance to international and national project staff to ensure efficiency and efficacy of implementation; · Coach project staff in MSD approach on a regular basis; · Oversee the work of selected contractors and – where necessary – improve quality and timeliness of inputs and services.

Project external relations:

· Liaise closely with and present project progress to the Swedish Embassy in Kinshasa, Sida, Volvo Group, Epiroc, relevant authorities at all levels (national and provincial) and other project stakeholders to keep them updated, including at project steering committee meetings; prepare relevant documentation for these meetings and take the lead in convening and coordinating technical coordination meetings; · Build and maintain trust among key market players, including companies operating in the target sectors, identify synergies and leverage incentives to encourage collective action towards systemic change vision; · Ensure implementation of the project’s communication and visibility plan, in accordance with the communication strategy and in coordination with project partners; · Participate in key sector coordination meetings (e.g. TVET, Education, Youth) convened by the Government or development partners relevant to the project.

Monitoring and Results Measurement (MRM) / reporting / learning:

· In close cooperation with UNIDO HQ, the MRM officer and the MSD Helpdesk, ensure tools and procedures for structured critical reflection on project results are established, the MRM system is refined when required and is integrated into the project management systems; · Support, review and supervise the results measurement activities; ensure that results measurement findings are used to improve project management, inform policy dialogue, inform donor reporting, and disseminate lessons to the wider community; · Provide project progress reports required for submission to the donor and project partners, ensuring that reports comply with donor requirements and the DCED standard.

· Perform other ad-hoc duties as required by the project.


Education: Advanced university degree in international development, international relations, political science, management, business administration, project management, economics, education sciences, engineering, or other relevant discipline is required.

Technical and Functional Experience and skills:

  • A minimum of seven (7) years of international professional experience in the delivery of complex, multi-million USD projects including responsibilities at field level in: overall project management, financial management, human resources management, results-based monitoring and partnership management field-level is required;
  • Knowledge of applying the Market Systems Development (MSD/M4P approach) to project management, monitoring and reporting, and related tools (including DCED Standard for Results Measurement) at international level is required;
  • Good understanding of the education and training sectors’ needs and challenges in developing countries is required;
  • Experience in conducting evidence-based policy dialogue is required;
  • Willingness to travel primarily within the DRC but also across Africa and globally as the project may need is required;
  • Experience in working in developing countries, including in complex contexts and/or remote areas, and as part of multicultural teams, particularly in Africa, DRC is desirable;
  • Training and/or coaching experience in MSD and adaptive management approaches is desirable;
  • Experience with TVET, skills development and youth employment in a developing country context is desirable;
  • Experience in HDIECV, transport, mining, and/or construction sectors, labour market development, private sector development is desirable.

Languages: Fluency in written and spoken English and French is required.
