For a local partner VAMED is developing and will manage a new, international standard, tertiary care hospital in the city of Djibouti. VAMED has been contracted to develop and manage the hospital for the pre-operational phase and at least 5 years of operations. In addition to management services VAMED will provide an extensive training and development program with the aim of making the hospital independent of international management. The 140-bed hospital is currently in the final stages of construction and opening is planned for October 2024. For its management team VAMED is currently recruiting the CMO with the aim of a start in Djibouti in January 2024. VAMED is an international hospital development and management company with its headquarters in Vienna, Austria.
Mainresponsibilities:
The CMO shall have overall responsibility for directing the medical functions and will be responsible for coordination and supervision of the medical departments and its medical staff. The CMO is also responsible for the alignment of medical practice and medical management with the overall hospital management.
With regards to the medical scope, providing strategic direction and planning for the facility.
Establishing a budget and operational plan for the facility aligned with the strategic plan of the organization and ensuring the key result areas as defined in the plan are met
Provides the Executive team expert advice on all medical governance matters, inclusive of relevant Standard Operating Procedures, Policies, Quality initiatives, Incident Investigation and Clinical/Medical Audit. Ensures that these matters are communicated to and implemented by medical staff and takes appropriate action when standards fall below acceptable levels
Pre‑opening and commissioning support activities to guarantee the timely, economic, successful and fiscally responsible start-up of the hospital operations
Assumes the overall medical responsibility for the hospital operations, providing medical care at the highest international quality standard
Disciplines a process where comprehensive documentation in the Medical Record is accurate and reflects the patient’s diagnosis and treatment to enable good clinical practice and optimal, appropriate patient billing
Meets regularly with medical leaders in the organization to discuss adherence to quality initiatives, departmental budgets, HR plans and any cross-departmental issues
Oversees directly, or through delegation, any patient or family complaints as they pertain to medical staff
Oversees the recruitment of all key medical personnel, ensuring excellent medical competence, appropriate licensing and a strong cultural fit to the aspirations of the hospital
Adheres to and oversees the requisite human resource function of this senior leadership role including timely probationary reviews, annual performance development plans and management of any performance issues of all medical staff
Leads quality improvement within the Medical Department and ensures that all process changes that result from quality initiatives are effectively communicated to all other disciplines in the service
Monitors medical performance standards through an agreed set of KPI’s that are consistent with the health authority requirements
Fosters a culture of learning, development and continuous improvement across the Department by overseeing the development of the medical training plan. Facilitating the provision of essential training relevant to clinical staff in the specialty and showing commitment to Continued Medical Education (CME)
Required qualifications and experience
Medical degree and a minimum of 5 years of experience in a managerial position in a hospital
Required language skills
French is mandatory, with additional fluency in Arabic and English being of added value.
