For a local partner VAMED is developing and will manage a new, international standard, tertiary care hospital in the city of Djibouti. VAMED has been contracted to develop and manage the hospital for the pre-operational phase and at least 5 years of operations. In addition to management services VAMED will provide an extensive training and development program with the aim of making the hospital independent of international management. The 140-bed hospital is currently in the final stages of construction and opening is planned for October 2024. For its management team VAMED is currently recruiting the CEO with the aim of a start in Djibouti in January 2024. VAMED is an international hospital development and management company with its headquarters in Vienna, Austria.
The CEO shall have oversight of all management operations as well as shall ensure overall quality patient outcomes, the achievement of financial imperatives and compliance with the applicable legal and regulatory framework in relation to the Healthcare Facility
Establishes a budget and operational plan for the facility aligned with the strategic plan of the organization and ensuring the key result areas as defined in the plan are met.
Maintains oversight of the HR Strategy and Quality Plan of the organization and leads the continuous implementation, review, and revision of the approved plans
Appoints senior managers, directors and heads of department and/or others as appropriate
Assists direct reports in establishing departmental goals and objectives that are aligned to the organizational strategic plan and providing leadership for their implementation
Reviews the financial statements of the facility on a monthly basis and submits the annual report and year-end financial statements of the facility for approval
Works with fellow Executives to ensure the facility has in place the systems and processes to support the delivery of operational services and achieve organizational targets and objectives
Engages across all service delivery functions to ensure there are robust processes in place and to agree on financial and activity targets for the current year and outline going forward
Maintains a close awareness of best practice and industry standards in the different functional areas and developing the facility towards these benchmarks
Ensures appropriate and proportionate governance and risk management processes are effectively operated throughout the facility
Liaises with other health care executives locally and internationally
Ensures regular liaison with other facility departments/sections in order to provide appropriate specialist functional support
Addresses clinical governance issues and takes improvement action as necessary in conjunction with the CNO and CMO.
Directs the facility’s Quality and Credentialing programs in conjunction with relevant Executives
Actively monitors and manages financial, quality and human resource indicators and implements Rectification Plans when appropriate
Reports to and advises the Hospital Board on major operational decisions and on special projects to improve business results
Required qualifications and experiece
MBA or equivalent business or finance degree and 10 years of progressive administrative/managerial experience in healthcare with at least 5 years of leadership experience in a hospital, preferably in the MENA region.
Required language skills
French is mandatory, with additional fluency in Arabic and English being of added value.
