General context of the project

The CAR is experiencing a long lasting chronic social, political and economic crisis. All indicators indicate a great poverty across de country with 1 third of the country’s population experiencing permanent food insecurity. The security situation is volatile in the pronvinces and due to ricurrent conflicts, in some cases is hindering the access of the humanitarian aid while the country remains largely underfunded. The number of incidents linked to gender-based violence is very high in CAR. In this complex context, INTERSOS is setting up a protection’s operation in the Kemo prefecture. The project aims to support the resilience and protective environment of internally displaced persons, transhumants and members of the host community with particular attention to women and children including those exiting from armed forces and groups.

General purpose of the position

He/she is responsible for the implementation and supervision of project activities. He/she is in charge of the planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in accordance with the sector-specific SOP, Sphere standard, charter of ethics and charter of ethical values.

He/she is responsible for supervising and coordinating the management of the AICS project, child protection activities, GBV activities, and accountability and promotion of human rights in Dekoa, Mala, Sibut and Djoukou (Pessel) areas – Kemo prefecture.

He/She will provide technical advice and guidance to the local project team to ensure the quality of implementation, as well as the learning and capacity building of each staff member.

In particular, the Project Manager will work under the direct supervision of the Program Coordinator and will supervise national field staff working on the safe spaces and communities’ protection premises (e.g. educators, interpreters, psychologists, social workers, case managers, etc.).

Main responsibilities and tasks

General project management

  • Responsible for project management, including the development of the work plan, financial and procurement plan, as well as regular monitoring of progress through the INTERSOS Internal Project Assessment Tool (PAT) .
  • For all purchases/contracts of goods/services/supplies, ensure that the correct INTERSOS purchasing guidelines are applied and adequately documented, in close coordination with the administrative and logistics department.
  • Check the list of expenses before finalizing the interim and final financial reports
  • Define efficient and effective operational processes necessary to ensure appropriate management of project activities.
  • Ensure that all project activities are implemented in accordance with INTERSOS internal policies, in particular several protection policies, while respecting donor and sector group regulations as well as international humanitarian sector standards.
  • Recruit national staff and organize regular training and review sessions to strengthen knowledge and skills and optimize their ability to deliver quality protection services.
  • Track and monitor detailed activities of the field team at the communities’ protection premises as safe space, listening centers, children and youth spaces.
  • Monitor and provide objective feedback on staff performance, including conducting staff performance reviews to promote professional growth and development.
  • Review of regular financial and narrative reports from the field team, ensuring financial compliance, including budget management and correct accountability documentation.
  • Prepare regular donor narrative reports, weekly, monthly, quarterly and semi-annual including assistance with financial reporting.
  • Collect beneficiary stories regularly using different participatory methods (focus groups, case studies, biggest change technique, etc.).
  • Ensure quality reporting of achievements through brief daily briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information relating to activities.

Coordination and collaboration

  • Represent INTERSOS to national authorities, United Nations agencies, NGOs, donors.
  • Ensure active and regular representation of INTERSOS at cluster level as well as in all other important meetings, including active participation in the relevant working groups and clusters, Education, Protection and Child Protection.
  • Maintain good and fruitful relationships with relevant local stakeholders, such as local authorities, service providers and community-based associations.
  • Participate in relevant rapid assessments organized with several agencies/NGOs

Monitoring & evaluation

  • Ensure monitoring and verification of beneficiary targeting.
  • Applying a results-based management approach, monitor project outcomes, in addition to outputs and activities, including the impact on individuals, households and the community achieved through the project.
  • Security management
  • Regular analysis of security risks and development of emergency plans with the head of mission.
  • Detailed security assessment and analysis before any deployment outside the duty station

Required profile and experience

Education

  • Advanced university degree in law, political science, social sciences, psychology, human sciences or other relevant field.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Professional Experience

  • Minimum 4 years of experience in project management in the humanitarian sector, especially in Protection project management
  • Good professional skills and experience in the field of Protection, Child protection and accountability (redevabilité)

Professional Requirements

  • Good knowledge of the procedure of international donors, in particular AICS desirable
  • Strong skills in training and capacity building, particularly using participatory techniques for training on the different components of protection programming;
  • Excellent analytical, report writing and proposal writing skills and computer skills;
  • Strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting evaluations desirable;
  • Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support provided in a timely manner to achieve project results;
  • Familiarity with the issues and culture of displaced and refugees people, knowledge on CAR is considered an asset

Languages

  • Fluent French (spoken, read, written)
  • Knowledge of English (desirable)
