Catholic Relief Services International Non-Governmental Organization research a(e) Charged(e) with Accountabilityqualified(e), experienced(e) and highly motivated(e) for the Juriya project funded by BHA**.** C’ is a project that aims to improve the living conditions of refugees in the Far North of Cameroon. This project, targeting young people and women, will propose integrated interventions in agriculture, non-agricultural livelihoods and market stimulus to increase agricultural incomes, including, diversify assets and reduce dependence on humanitarian assistance by building household resilience and resilience. The/the licensee shall manage the mechanisms of feedback, complaints and responses in abbreviated form FCRM1 of the project. The CRRF aims to strengthen project accountability by providing community members with a means to raise issues, including,suggestions and concerns about the project and the services received and outlining actions to be taken in response. You will ensure that all cases are handled and closed appropriately, continuously raising awareness among project staff, partners and communities about accountability and protection, and, and to monitor the additional data collection needs related to the accountability of the project. You will work directly with local partners and community members, coordinating, as needed, various activities and events related to follow-up,’assessment, accountability and’learning (SERA) to’ support the work of CRS to serve the poor and vulnerable.Your service and community relations skills ensure that local partners and communities nurture and benefit from the project that consistently applies best practices and continually works to improve its quality impact.

The position is based at Maroua /Cameroon

Key roles and responsibilities of the position :

  • To direct the implementation of the mechanism for feedback, complaints and responses of the project, and, actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FCRM.
  • To conduct ongoing awareness and capacity building with the project staff, the partners, and the, participants and communities on the principles of accountability and safeguarding and on how to’ use the FCRM of the project.
  • Monitor and resolve any deficiencies detected in FCRM channels, including phone numbers /hotline(s), suggestion boxes, feedback logs and complaint forms / reports face to face. S’ ensure that all parties concerned have access to these reporting channels.
  • Direct the entry of complete and detailed comments in the CommCare database and’s ensure that all cases are handled and closed appropriately. Compile, analyze and write weekly counts and monthly reports related to the FCRM of the project.
  • Solve cases that can be dealt with immediately, work with the SERA project manager and / or the project manager to resolve more complex cases and pass on sensitive cases as defined by the FCRM to the higher levels.
  • Support the coordination and monitoring of SERA project activities in the field, by ensuring that the implementation schedules are respected in accordance with the detailed’activity plan and that the’ adheres to the systems linked to SERA for a project implementation quality is being strengthened.
  • Coordinate communication and facilitate the’exchange of information related to SERA and FCRM between the’ project team, and, implementation partners and project participants at the community level to assist local partners in strengthening the’ interest, participation and community support networks.
  • Liaise with and mobilize diverse community stakeholders to ensure the full involvement of community leaders, including, community representatives and representatives of local governments in the global implementation and the’improvement of the FCRM project and the wider activities of SERA.
  • Contribute to’learning of the program by asking thoughtful questions, reflecting and sharing with project management the information gathered from community members and partners.

Qualifications & Experience :

  • Diploma of licence required.
  • 2 Years of work or volunteering in the development and mobilization of the community.
  • Experience in’ development and management of accountability mechanisms ; Experience working in a’urgency context is a plus.
  • Ability to work independently, under pressure, plan and prioritize work with a minimum of supervision.
  • Relevant experience in grant management, especially from the U. S. government or the German government (KfW, GIZ, etc.) is a plus.
  • The ability to contribute to the development of technical project documents is a plus.
  • Experience in working with stakeholders at various levels and in strengthening community partnerships.
  • Desired skills and experiences in MEAL/SERA.
  • Experience in’use of MS Office software (Excel, Word, PowerPoint), online conference applications,’ information management systems.

Required/desired language :

Excellent oral and written communication skills in French required. Mastery of English an asset. Knowledge of other local languages as fulfulde a plus.
