CONTEXT AND JUSTIFICATION

Created in 1951, IOM is the leading intergovernmental organization in the field of migration and works in close collaboration with government, intergovernmental and non-governmental partners. IOM works to promote human and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Launched in September 2022, with funding from the European Union, the Protection Programme, Return and Reintegration of Migrants (MPRR) allows migrants who decide to voluntarily return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, the project provides assistance to returnees to help them rebuild their lives in their home countries through an integrated approach to reintegration that seeks to address economic needs, including, social and psychosocial issues of returnees.

It is within this framework that’OIM recruits, a(e) consultant(e) for’ support to governmental coordination and partners of’ implementation.

JOB DESCRIPTION

  1. Tasks to be performed under the contract
  • Ensure effective liaison and coordination with local authorities, technical ministries, partners, UN agencies, intergovernmental and non-governmental organizations, and, donors and other relevant stakeholders for the project ;
  • Ensure coordination and compilation of meeting reports ;
  • Maintain a system for the deposit of documents projects,’exchanges, meetings and’information ;
  • Coordinate the recruitment process of’implementation consultants and actors ;
  • Monitoring the activities of’implementation actors ;
  • Carry out field missions in the target areas for monitoring and’evaluation of project activities ;
  • Support the’organisation of training on return, reintegration and protection ;
  • Provide logistical and administrative support to projects in coordination with the’ team of logistics and finance, including through preparation, submission and follow-up of project correspondence and documents ;
  • To provide the information and documentation necessary for the implementation of projects and to contribute to the collection, analysis and sharing of information/relevant data on return and reintegration for dissemination to colleagues and relevant stakeholders ;
  • Perform any other related duties as requested by the supervisor.

2. Performance indicators for’assessment of results

  • Coordination meetings with partners ;
  • Meetings with’implementation partners organised ;
  • Reports ;
  • Field missions prepared and carried out (if necessary).

PROFILE

Education

  • University Diploma in Political or Social Sciences, International Relations, Development Studies, Migration, Law, Human Law or related fields, from’ an accredited academic institution[1] with 04 years of professional experience, or ;
  • Diploma or Certificate of completion of’High school studies with 06 (six years) of relevant professional experience.

Experiences

  • Experience in monitoring and evaluating projects ;
  • Good writing and proofreading skills ;
  • Experience in data collection desired, in particular the conduct of’maintenance/focus group with migrants is an asset ;
  • Experience in the’use of tablets and/or Kobo Collect, ODK Collect is an advantage.

Required skills

  • Experience working in an international environment and liaising with various partners at all levels of the hierarchy ;
  • Experience in liaison with Government Authorities and National and International Organisations is an asset ;
  • Previous work experience with a United Nations Agency or other international NGOs is an advantage ;
  • Experience in migration and development ;
  • Experience in supporting all aspects of project management and knowledge of international standards are beneficial, including, preferably within the United Nations or in the international humanitarian field.

Languages

Required

  • Excellent oral and written mastery of French.

Advantageous

  • Knowledge of local languages ;
  • Knowledge of L’English.
