Case Management Officer (Guasdualito) At Danish Refugee Council


Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population / host communities. DRC is currently seeking a highly qualified Case Management Officer based in Guasdualito, Venezuela.

About work:

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, information sessions for PoC, prevention of human trafficking, rehabilitation of health and food security infrastructure.

General description of the position: Provide humanitarian assistance and psychosocial support to people of interest who face protection risks through the case management process, developing effective actions to overcome protection risks and promote a protective environment for people of interest. Evaluate cases referred by external actors or other internal sectors of DRC for the provision of protection and legal humanitarian assistance services, responsible for the effective and professional performance of project activities. With work in the Guasdualito base office with frequent missions between the parishes of the Páez and Rómulo Gallegos municipalities of the Apure state.

  • Under the supervision of the Case Management Team Leader, the Case Management Officer will be responsible for receiving, managing and referring cases with specific protection needs (health, VBG humanitarian transport, shelter and legal aid)
  • It will develop and maintain good relationships with people of interest, relevant stakeholders and other humanitarian actors, to support the proper implementation and coordination of DRC-Guasdualito project activities.
  • Support the Leader of the Case Management Team to guarantee the quality of the planning, implementation and monitoring of protection activities.

Responsibilities:

Implementation of the Protection Project

  • Receive external and internal referrals of cases of people with specific protection needs and proceed with case management once the protection profiles are analyzed according to the criteria established by DRC.
  • Under the supervision of the Protection Case Management Team Leader, you will be the case management contact person for the DRC in Apure and will be overall responsible for case management, including identification, assessment, planning, execution, including psychosocial support, review and follow-up, and closure in accordance with DRC guidelines on case management;
  • Visit intervention areas and other locations in the field to identify cases and carry out other necessary case management steps;
  • Coordinate with other DRC units, external actors and humanitarian organizations for case management.
  • Ensure the informed consent of the beneficiary of the humanitarian assistance necessary to address the identified protection needs.
  • With the support of the Team Leader – Case Management, facilitate periodic reviews of individual cases, in addition to case conferences with the case management team, and review/update case plans and ensure that case needs are met. are analyzed through a holistic approach, using the DRC psychosocial support tools for each individual case;
  • Ensure active listening to beneficiaries with the aim of identifying the most appropriate humanitarian assistance service to address the identified protection needs.
  • Record received and accepted cases in the case management database
  • Constantly keep the information contained in the case management database updated.
  • Handle confidential information correctly, managing protection files accurately, correctly and completely.
  • Develop plans to address identified protection needs by delivering humanitarian assistance, including medical services, emergency shelter, transportation, and delivery of in-kind items.
  • Ensure the delivery of identified humanitarian assistance by managing direct purchasing processes and, therefore, establishing articulation with service providers.
  • Ensure the correct legalization of expenses incurred for the provision of humanitarian assistance services.
  • Ensure follow-up of cases by finding out the satisfaction of beneficiaries in receiving services.
  • Ensure the closure of cases in a time appropriate to the emergency framework in which it is implemented.
  • Provide information for weekly, monthly, quarterly and annual reports as required by the Case Management Leader.
  • Ensure the highest quality of case management interventions and consistency between all projects, ongoing and proposed, in accordance with the overall strategy;
  • Follow work plans and guidelines.
  • Programming and Operations
  • Ensure efficient and effective implementation of the project while following the work plan.
  • Participate in the preparation of monthly reports and budgets.
  • Participate in the implementation of general protection activities in accordance with agreed objectives.
  • Continually monitor and document the needs of persons of interest.
  • Carry out basic tasks within the protection area, including data collection, identification of patterns and trends, such as arrivals/departures/new flows of persons of interest in the area, etc.
  • Support other program activities and the multidisciplinary teams of the Apure base DRC.

Experience and skills:

  • Minimum 2 years of relevant experience in humanitarian protection, social work, human rights or other similar field work, related to an NGO or other non-profit organization
  • Field experience and work with refugees, migrants and internally displaced people
  • Demonstrated experience and skills in humanitarian protection and a differential approach in protection responses
  • Experience as a social worker/case manager
  • Experience in psychological first aid
  • Experience in purchasing activities and relationships with service providers
  • Excellent skills to work with tablets and computers
  • Excellent skills in MS Word and Excel
  • Willingness and ability to learn
  • Experience with the following standard procedures and guidelines

Desirable

  • Experience in case management in mixed migration contexts
  • Calm and diplomatic character
  • Good team work; ability to create a good environment.
  • English proficiency is an advantage
  • Experience with indigenous communities is an advantage

Education:

Professional degree in: Political science, law, social work, psychology, human rights.
