Call for Specialists for Nigeria Cares Project (NG-CARES) At Solina Group


Solina Health is a management and healthcare consulting firm that works with businesses, governments, researchers, and development organizations to develop innovative solutions that address pressing healthcare challenges.

The World Bank is supporting the Federal Government of Nigeria through the Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) Program for Result (PforR) operation. The operation is a new state-level PforR defined around a National Program of Expenditures to support the mitigation and economic recovery efforts of States over a period of 18 months to 24 months.

The overall objective of the proposed project is to protect the livelihoods, and food security of poor and vulnerable families and facilitate the recovery of economic activities in all participating States in Nigeria. The proposed intervention is dedicated to State Governments’ budget program of expenditures in intervention, targeting existing and newly identified vulnerable/poor households, their food supply chain and micro and small enterprise affected by the COVID-19 Pandemic.

Hiring for all positions is contingent upon grant award to Solina and funding availability.

We require specialists with expertise in the following areas:

Team Leader

Education and Experience/qualifications:

  1. A senior-level professional with a background in Agricultural Economics, Business Management, Sociology, Engineering, Quantity Surveying, Natural Sciences, and Humanities;
  2. At least 15 years of professional experience in the related activities, 5 years of which must be at a senior level, and related project management;
  3. Strong communication skills (oral and written) in English.

Monitoring/Development Specialist

Education and Experience/qualifications:

  1. A professional with a background in Agricultural Economics, Business Management, Sociology, Engineering, Quantity Surveying, Natural Sciences, and Humanities;
  2. At least 10 years of working experience in designing and implementing an M&E system and with a proven track record of handling quantitative surveys and analysis as well as measuring and assessing government economic development performance;
  3. Strong communication skills (oral and written) in English.

Infrastructure Specialist

Education and Experience/qualifications:

  1. A professional with a background in Agricultural Engineering, Civil Engineering, Quantity Surveying, and Architecture;
  2. At least 10 years of working experience in infrastructure and a proven track record of handling quantitative surveys and analysis;
  3. Strong communication skills (oral and written) in English.
  4. The ability to solve problems efficaciously exercising good judgement will be an asset.

Business Enterprise Development Specialist

Education and Experience/qualifications:

  1. A professional with a background in Agricultural Economics, Business Management, Sociology, Engineering, Quantity Surveying, Natural Sciences, and Humanities;
  2. At least 10 years of working experience in the private sector development and a proven track record in running quantitative surveys and analyses as well as measuring and assessing the performance and progress made against targets;
  3. Excellent communication skills (oral and written) in English;

Other specialists (as required) – It is expected that additional technical staff with appropriate specialities in engineering, finance, management, citizen engagement, environment, etc. would be required to collect and verify data from the various project implementing units.
