Burundi – Coordinator Country of Monegasque Cooperation At Government of Monaco


The Directorate of International Cooperation (DCI), within the Department of External Relations and Cooperation (DREC), is responsible for, is in charge of the implementation of the’Aide Publique policy for the Development of the Government of the Principality of Monaco.

DCI’action aims to support developing countries, through bilateral and multilateral cooperation with a network of partners on the ground (public authorities, civil society, civil society, etc, international organizations) responsible for implementing cooperation projects. The DCI finances one hundred and fifty projects in eleven countries and in four areas of’intervention: health, Food and Nutritional Security,’Education/Protection of’Children and’Access to decent work.

Burundi is a country of priority intervention of Monegasque Cooperation. In line with national priorities,’aid in this country now affects the four sectors mentioned above.

The DCI wishes to strengthen locally its implementation and monitoring of Cooperation in Burundi by setting up a’un.e Country Coordinator. He/She will be based in Bujumbura with regular field trips. He/She works under the supervision of the Director of International Cooperation in Monaco, the Program Coordinator and the Burundi Program Manager, in conjunction with the Honorary Consul of the Principality in Burundi.

General objective of the position : Support for the implementation and monitoring of the Development Cooperation of the Government of the Principality of Monaco in Burundi.

Missions and tasks :

Monitoring and control of operational programming

  • Participate in the prospection of new projects and partners, in the’evaluation, etc, the programming and implementation of the cooperation strategy in the country and its future orientations’s ;
  • Participate in the setting up of projects with the authorities of the country ;
  • Ensure the proper progress of the projects supported, in particular the respect of deadlines and the quality of the technical and financial implementation reports for the DCI ;
  • Report on time readjustments and difficulties in the implementation of projects and propose corrective measures ;
  • Analyze/Participate in’analysis of’ reports on the implementation of ICD projects ;
  • Provide support to the partners in charge of the implementation of the projects when relevant ;
  • Monitoring the micro-project fund (not yet in place in Burundi).

Reporting, monitoring and prospecting

  • To draw up half-yearly reports for the DCI, including in particular information on the progress of the projects and the impact of the actions supported, but also, where appropriate, on the difficulties encountered ;
  • Regularly provide the DCI with relevant information on the political, economic, social and security situation in the country (e.g., analysis of public policies and national strategies, identification of sectoral needs, etc, mapping of development actors, features of’international aid in the country..) ;
  • Participate in the’ identification and the’ investigation of funding requests addressed to the DCI.

Representation & communication

  • To make known and represent Monegasque cooperation to technical and financial partners and national authorities ;
  • Maintain regular exchanges with partners on the implementation of projects ;
  • Participate and represent the DCI in steering committees, technical project meetings, donor meetings, joint commissions, etc. ;
  • Meet on a regular basis with DCI operational partners (authorities, local civil society, UN agencies, international NGOs..), project beneficiaries and relevant stakeholders ;
  • To ensure that the authorities of the country advocate on priority topics for Monegasque cooperation.

Organization

  • Organise and ensure the smooth running of field missions carried out by the DCI in the country, or official visits by the Monegasque authorities ;
  • Organize possible consultation frameworks or thematic round tables in connection with the projects of the DCI.

Administrative and financial management

  • Manage the annual operating budget of the’consultancy activity : provisional budget, expenditure management and reporting to the administrative and financial department of headquarters ;
  • Make a mid-year point with the headquarters on budget consumption ;
  • Have the DCI validate the missions and costs resulting from them as well as the quotes of any purchase ;
  • Retain and transmit to the DCI all related supporting documents ;
  • Managing the micro-projects (financial monitoring and reporting).

Relations with Monegasque actors active in the country (if relevant)

  • Establish links with other Monegasque public and private actors active in the country (International Solidarity Organizations, Monegasque Health Organizations, Foundations, Private Sector, …) ;
  • Provide them with follow-up on the ground, and technical and logistical support when this is relevant.

Support for Monaco International Volunteers (if relevant)

  • Welcome on arrival and information on the daily and practical conditions in the country (Health, transport, security, useful addresses) ;
  • Assistance in the search for accommodation and visa procedures and residence permits in Burundi ;
  • Regular link during the VIM mission: contacts, discussions on its movement in the partner project etc.

Characteristics of the position :

  • The/the Country Coordinator is based in Bujumbura, on the premises of the Honorary Consulate of Monaco in Burundi, with regular field trips outside the economic capital of the country ;
  • He/she works under the supervision of the Director of Monegasque Cooperation in Monaco and’un Programme Manager and in connection with the Honorary Consul of Monaco in Burundi.

Contract status and working conditions :

  • Contract of local law with the Consulate of Monaco in Burundi ;
  • Salary and conditions according to DCI grid and candidate’s experience ;
  • It should be noted that field visits and other activities occasionally require several full and consecutive days of work.
