The Child Protection Program of UNICEF Brazil Country Program nationally leads the full implementation of UNICEF Goal Area 3 that is aimed at ensuring that every child, including adolescents, is protected from violence, exploitation, abuse, neglect and harmful practices, as well the Child Protection section leads the national implementation of #AgendaCidadeUNICEF – as the urban strategy in 8 territories from the main Brazilian capitals, has the umbrella to reduce violence against children, and particularly, the impacts of armed violence.

UNICEF is shifting towards a greater focus on preventing violence and harmful practices, including by better understanding children’s particular, intersecting vulnerabilities; by transforming negative social norms using social and behavioral change interventions informed by social science research; and by enhancing the capacities of the social service workforce as an integrator between health, education, protection and other systems, to strengthen protective environments for children and address the multidimensional nature of child protection issues.

UNICEF supports Brazilian Government – at national and subnational levels- to strengthen policies, legislation and regulatory frameworks; build the capacities of the social service workforce; and increase financing to scale up services and strategies. The section is the focal point, at national level, for the Ministry of Human Rights, Ministry of Justice, Ministry of Sport and National Justice Council.

In order to implement Annual Workplan (2023-2024), efficiently and at a high quality level, the CP section requires an National Expert in Child Protection public policies and Brazilian Child Protection System (SDG – Sistema de Garantía de Direitos das Crianças e Adolescentes), and academic knowledge to provide technical assistance to the counterparts and to the members of the Child Protection Working Group.

SCOPE OF WORK

1. Expected Result #1: Technical Assistance for the implementation of Systemic Result 6 – UNICEF Seal

1.1. Conducting five technical advisory sessions to the focal points of child protection of the implementing partners.

1.2. Realization of 3 lives of support to the municipalities of the seal for the constitution of the committees, elaboration of the flows and construction of the unified protocol of integrated service.

1.3. Technical support to carry out the research Status of implementation of Law 13.431/2017 initiative of Childhood Brazil.

1.4. Technical assistance in the evaluation of the forms of proof of RS 6 completed by the municipalities participating in the 2021-2024 edition of the UNICEF Seal.

1.5. Technical analysis of compliance with the child protection area indicator – Use of SIPIA

1.6. Analysis of the performance of RS 6 in the context of other systemic results.

2. Technical Assistance on the Implementation of #AgendaCidadeUNICEF

2.1. Technical Assistance for the implementation of integrated child protection centers in selected cities.

2.2. Technical Assistance for the implementation of Law 13.431/2017 and its decree 9.603/2018.

2.3. Assessment and revision of the child protection intervention in Rio de Janeiro.

3. Technical assistance for the implementation of the Annual WorkPlan 2023-2024, for Cooperation with the Ministry of Human Rights and Citizenship, National Secretariat for the Rights of Children and Adolescents (SNDCA).

3.1. Actions to reinvigorate the Pact for the Implementation of Law No. 13,431/2017, with a work plan for 2023 prepared and being implemented (including procedures for specialized listening, baseline, the status of implementation of the Law, and monitoring system.

3.2. Actions to strengthen the performance of the Guardianship Councils

3.3. Improvement of reporting channels and systems for recording and referencing cases of violence, with emphasis on SIPIA, Disque-100.

3.4. Elaboration of a national policy for the prevention and response of violence against children and adolescents.

3.5. Resumption of the Interfederative Pact to Combat Lethal Violence against Children and Adolescents

3.6. Technical assistance to assess Implementation 2023 e redefinition of Annual Worplan 2024

4. Technical assistance for UNICEF’s cooperation with the National Council of Justice and the Ministry of Justice and Public Security

4.1. Technical assistance to the Absolute Priority Child Award.

4.2. Technical assistance for the review of courses on special testimony and Brazilian forensic interview protocol.

5. Analysis and recommendation papers on:

5.1. Gaps and challenges in the implementation of Law 13431/2017

5.2. Internal assessment / evaluation on the efficiency of the RS 6, in order to start building up, the Child Protection Result in the next UNICEF Selo initiative 2025-2028 (initial design)

MINIMUM QUALIFICATIONS REQUIREMENT

  •  More than 25 years of progressively responsible professional work experience at the national level and Child Protection programme planning, monitoring and evaluation.
  •  Experience in writing Children’s Rights legislation, particularly in Child Protection
  •  Experience within the UN System – particularly with UNICEF and its current Country Program – is an asset.
  •  Proved training experience for adults, and particularly, for professionals/government officers of the child protection system.
  •  PhD in social sciences, like Sociology, Education, Anthropology, Psychology, among others.

LANGUAGE PROFICIENCY

English and Portuguese, full fluency in writing and oral.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  •  Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed. Institutional email address is required due to the advocacy activities to be conducted.
  •  Consultant’s, travel costs should be included in the consultant’s fee – if planned.
  •  No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  •  Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  •  The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  •  Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  •  A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  •  The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

INSURANCE AND HEALTH COVERAGE

  •  The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  •  The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

RESTRICTIONS

  •  Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  •  In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
