COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against poverty in particularly degraded areas and emergency programs to support people affected by natural disasters or conflicts. COOPI is currently present in Africa, the Middle East, Latin America and the Caribbean. The main institutional donors are the European Union, UN agencies, the Italian Government, local entities and other European governments.

Description of COOPI in Bolivia

COOPI has been operating in Latin America since 1967. COOPI’s work in the region has been adapting to the context of each country, according to the needs found, the opportunities generated with the same beneficiaries, collaborators and local partners. Today we operate in Bolivia, Ecuador, Guatemala, Haiti, Peru, Colombia and Venezuela. Additionally, the COOPI regional office has been in Colombia since 2020.

COOPI is present at Bolivia since 1985 with development and emergency projects. COOPI intervenes in the sectors of Environmental and Climate Management, Sustainable Development, Risk Management and Disaster Preparedness, WASH, and Protection. Overall, COOPI has implemented actions in coordination with local authorities and communities to strengthen the link between humanitarian aid, resilience and development with an emphasis on governance and land care.

COOPI is currently implementing in Bolivia a project financed by the European Union in the Chuquisaca and Potosí regions, that has a right to intercultural health approach for indigenous peoples in Bolivia. This project “ Qullasuyu ” concentrates most of the team’s operational and programmatic work.

On the other hand, the implementation of an initiative will begin financed by COOPI SUISSE, which seeks to complement the actions of the aforementioned Qullasuyu.

Additionally, COOPI Bolivia is currently actively seeking new initiatives with key partners such as UNICEFEUPMA, among others, where the role of the office benchmark is crucial.

Objective / job description

The Office Referrer is responsible for the administrative, technical, operational and programmatic management of the country office located in La Paz, as well as communication with partners, donors and technical references in the Region. Among the main functions, the following stand out:

  • Leadership of the QULLASUYU project and country coordination in all management aspects: personnel, logistics, administrative and financial, legal representation.

In particular, this role consists of:

  • Follow up on management of current projects in country.
  • Lead the communication and coordination with partners key to potential proposals, initiatives and alliances.
  • Represent COOPI before donors, institutions, NGOs and local and international government agencies;
  • Under the coordination of the Regional Office, contribute to the definition of the national strategy and to the identification of intervention priorities.
  • Accompany the follow-up to the administrative, logistical and financial aspects of the country.
  • Develop sustainability strategies based on budgetary and strategic analyzes.

Direct Supervision

The direct supervisor is the Regional Coordinator.

Areas of responsibility

  • Ensure the validity and updating of the governmental and documentary aspects of the country representation before the relevant authorities.
  • Provide support and accompaniment to work teams at all levels.
  • Guarantee constant and effective communication with the region, at a strategic, managerial and programmatic level.
  • Supervise and validate the programmatic aspects of ongoing projects such as: work plans, schedules, and activity reports and ensure validation of the Regional Office to send donors / partners on time.
  • Supervise and stimulate the good execution of activities at both the administrative, operational and financial levels.
  • Develop the active search for initiatives and projects for the country or multi-country, in order to guarantee the sustainability and permanence of the mission in the country.
  • Guarantee active participation in the coordination meetings of the QULLASUYU project between the different areas and participate directly in the meetings of the technical and steering committee of the consortium between PRODECO and COOPI.
  • Coordinate monitoring of activities; ensure compliance with the expected results, identifying eventual gaps and proposing the necessary adjustments or modifications in the country strategy and those of specific projects.

Complementary tasks:

  • Develop, in conjunction with the Regional Office, the country strategy, guaranteeing the validity of the COOPI mission in Bolivia and its relevance with respect to donor strategies, according to the strategic lines of the organization.
  • Maintain, develop and promote relationships with different donors and key institutions, both governmental and private, as well as with international and local NGOs.
  • Develop the writing of new proposals and send the necessary documents for the presentation of new projects.
  • Supervise and guarantee the correct logistical and security function in the country, in accordance with the organization’s procedures.
  • Guarantee the supervision of the economic-financial management of the country and of the projects;
  • Implement in an appropriate manner and in accordance with national standards, the recruitment and management of local and security personnel of COOPI personnel in Bolivia.
  • Coordinate COOPI’s visibility and communication activities in Bolivia.

Desired profile

  • Professional studies ( minimum bachelor’s degree, desirable postgraduate or master ) in Political Science, Foreign Relations, Human Rights, International Cooperation and Humanitarian Aid, Economic Sciences, Business Administration, Management of non-profit and / or related entities.
  • Demonstrable experience of at least 4 years in project management of INGOs and / or companies.
  • Experience of at least 3 years in personnel management.
  • Demonstrable experience in management or management of companies / organizations.
  • Work experience in International Cooperation, Humanitarian Aid and / or related.
  • Previous experiences with procedures for managing institutional donor funds, UN agencies, European Community funds and the private sector.
  • Inter-institutional and Interagency coordination capacities (donors).
  • Excellent management capacity and teamwork, face-to-face and remotely.
  • Ability to work in emergencies and under pressure, as well as in complex contexts.
  • Flexibility, adaptability and availability to move to the interior of the country.
  • Ability to work autonomously (organization, work planning, analytical development, synthesis).
  • Motivation, honesty, proactive and decisive attitude, common sense, discretion.
  • Languages: Spanish and English.
  • Management of computer tools (Microsoft Windows operating system) and office tools (Microsoft Office: Word, Excel, PowerPoint, Outlook).

NON-EXCLUDING DESOBLS

  • Work experience and knowledge of internal COOPI procedures.
  • Previous work experience in the country and in the LAC region and preferably in Central America and the Caribbean.
  • Consortium work experience.
  • Languages: desirable Italian, Mandatory English.
