A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important: Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of the Division of External Relations, the Public Information and Outreach Section (PIOS) ensures that the Registry broadens the understanding of and increases public support for the work and mandate of the Court; and makes judicial proceedings and neutral information about those proceedings publicly accessible. It does so in relation to a number of target audiences, including global audiences, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non-governmental organisations. PIOS achieves its objectives through the use of a variety of communication means which are employed in an integrated manner, including radio, television and print, as well as internet and new media platforms, including social networking, e-books, podcasts, mobile devices. PIOS also maintains the Court’s website and produces audio-visual materials for the Court.

The Audio-Visual Production Unit creates video and audio summaries of the hearings as well as TV and radio programmes and documentaries of main judicial developments. This material is used by the outreach staff in the field and targets the affected communities but also international media, NGOs, academia and the legal community. The Unit also supports other Sections and organs of the Court in the recording of interviews, speeches and presentations of elected officials as well as all type of events, press conferences and ceremonies taking place at HQ and on exceptional basis in the field. The Audio-Visual Production Unit produces ICC promotional videos and all audio visual content for the website and for digital specific campaigns.

Duties and Responsibilities

Under the supervision of the Head of the Audio-Visual Production Unit, the incumbent will film and edit all audio and video products produced by the Public Information and Outreach Section (eg. trial summaries, institutional videos, programs for radio and television) and perform other tasks related to production and distribution of products.

The Audio-Visual Technician is in charge of the following tasks:

  •  Filming and editing of audio-visual programmes, stock footage, digital photographs, video reports, including graphic design of the programme. The main task is to film and edit radio and television programme to be distributed to the broadcast media. Audio-visual materials include summaries of the Court proceedings and other programmes designed and produced in the Public Information and Outreach Section. It is the responsibility of the Audio-Visual Technician to design graphics for the programme and perform all post-production work such as audio and video mix, colour correction etc., as well as editing of stock footage for the international media. The Audio-Visual Technician is also responsible for the extraction of frames from video in order to produce digital photographs, and performs editing and all other post-production work for other audio-visual products such as video reports etc.
  •  Supporting the distribution of audio-visual material by making copies of tapes, DVDs and other formats requested by broadcast media. Supporting such distribution by digitizing and uploading files with audio and video content to web site, social sites, ftp server etc.
  •  Filming interviews, statements, comments from Court officials, press conferences and other Court activities for the production of programmes in the HQ and in the field.
  •  Maintaining the archive of audio-visual material on the internal editing server. Updating this archive and maintaining its structure as per SOP.

Essential Qualifications

Education: Diploma of secondary education. Additional qualifications or training in audio visual production, information management or a related field are desirable.

Experience: At least 6 years of progressively responsible experience in audio-visual editing, recording or production.

Knowledge, skills, and abilities:

  •  Knowledge of audio-visual archives and records management procedures including professional international standards and best practices is required.
  •  Knowledge of audio-visual technologies and experience working with professional grade equipment and with digitization and migration practices is required.
  •  Familiarity with audio-visual analogue and digital formats and experience using professional audio-visual editing software is required.
  •  Ability to conduct research and provide recommendations on audio-visual archival management trends would be desirable.
  •  Ability to work effectively and constructively in a team.
  •  Ability to establish priorities and to plan and coordinate own work; ability to work under tight deadlines and pressure; flexibility to travel to areas of operation.
  •  Good interpersonal skills; ability to work in a multi – cultural, multi-ethnic environment with sensitivity and respect for diversity.
  •  Focus on production of programme, while maintaining technical quality and production standards.

Knowledge of Language: Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, and Spanish).
