Job Description

The Position:

The financial assistant provides effective financial advice and services to internal and external clients, providing financial advice to projects supported by the country office (CO) and UNFPA.

You will report to either the operations manager/operations specialist or the administrative assistant. You can supervise the administrative and office staff at the CO.

Job objective:

You will support the effective management of UNFPA programme activities in the areas of population and development, reproductive health and gender.

With an in-depth knowledge of UNFPA financial rules, guidelines and processes, you will demonstrate a customer-oriented and results-oriented approach to interpreting rules, procedures and guidelines. You will act in a consultative manner with program/project staff to maximize the impact of financial resources in the delivery of programs/projects..

Responsibilities :

The Financial Assistant will perform the following specific tasks :

● Support the monitoring of the financial performance of the programme, providing the necessary financial information and analysis, including the rate of implementation in relation to indicators/results ; detect potential problems of over/under consumption and propose corrective measures.

● Develop effective mechanisms and tools for monitoring the budgets of programmes and projects ; coordinate the compilation of financial data and regularly provide accurate and up-to-date financial information to headquarters and regional offices.

● Analyze, in collaboration with program managers, the reliability of financial requests and reports (E-FACE, AWP, etc.) implementing partners and ensure that appropriate corrective actions are taken ;

● Interpret financial policies and procedures and provide training and advice to staff and project managers. Strive to identify innovative ways to meet the financial needs of programmes within existing policies.

● Participate in the financial closure of the programme by ensuring that unspent funds are returned to UNFPA and that the final reviews of the project are completed

● Assist in the management of the CO budget, formulating the budget, controlling allocations, monitoring expenditures and preparing necessary revisions.

● Analyze the project and cash advances and apply monitoring mechanisms to ensure liquidation within the required time frame ;

● Maintain an effective financial recording and reporting system, internal control and audit monitoring ; and process financial transactions in an accurate and timely manner.

● Review and monitor common services tariffs and cost recovery, taking into account maximum profitability ; represent UNFPA interests in financial negotiations and agreements.

● Participate in CO assurance activities and implementing partners, ensure that recommendations are implemented.

● Support resource mobilization efforts by providing financial data (preparation of budgets, financial reports)

● Supervise administrative and office staff as needed.

Qualifications and Experiences:

Education:

Be holder of’a diploma of’secondary studies. An undergraduate university degree in finance, business, public administration or a similar discipline would be an asset.

Knowledge and Experiences:

● Have relevant professional experience of’at least Six (6) years in administration, finance, accounting or office management in the public or private sector.

● Mastery of current office software applications, web-based management and ERP financial systems.

●Experience working with the United Nations system or an international NGO working in humanitarian emergencies are assets

Languages :

A perfect command of spoken and written French ;

Knowledge of other official languages of the UN, preferably’english and/or Spanish, is desirable.
