The United Nations World Food Programme (WFP) is the UN’agency on the front line of the fight against hunger. Since its inception in 1963, WFP staff around the world have worked tirelessly to eradicate this scourge. Every year, WFP feeds more than 90 million people in more than 70 countries around the world.

In Haiti, WFP and its partners are providing assistance to the most vulnerable populations to achieve the’ Zero Hunger goal. In particular, WFP is involved in the implementation of’a school canteens programme, which is the largest food safety net in the country, as well as in resilience activities, including, social protection, nutrition, emergency preparedness and response.

MAIN RESPONSIBILITIES OF THE POSITION :

Under the general supervision of the country manager and under the direct supervision of the/the head of logistics, the, the logistics association’ implements standard logistics support procedures and activities so as to be able to effectively ensure the supply of goods and services, and this for all modalities of execution.

  • To play an active role in carrying out operations and logistical support activities by following standard procedures and facilitating, directly or indirectly, the provision of food assistance to beneficiaries.
  • Coordinate cabotage operations, including reservations, in collaboration with the/the person in charge of the’unity Provision of logistics services to external partners.
  • Support purchase requests and ensure timely delivery of products and supplies to authorized partners and authorized sites.
  • Manage the contractual activities of logistics service providers, including the monitoring and evaluation of performance.
  • Assist in collecting business information and evaluating service providers and suppliers (land and sea carriers, fumigators, handling companies, etc.) to facilitate their selection.
  • Supervise the procedures for the destruction of spoiled food, according to the regulations in force in Haiti and the WFP standards.
  • Identify, respond to and/or make recommendations regarding technical requests and requests for assistance, using a spirit of initiative and standard procedures, in order to ensure the prompt and accurate processing of all requests for information with great concern for customer service.
  • Ensure the establishment, monitoring and revision of budgets for all implementation methods, and ensure compliance with applicable procedures in accordance with institutional standards.
  • Supervise inventory management operations to analyze trends and report on the state of stocks, from source to beneficiary.
  • Analyze the operational supply chain and contribute to operations evaluations and planning for all implementation methods, to ensure that supply chain requirements are taken into account.
  • Manage the processing of documentation relating to the execution of logistics operations (customs clearance, invoice verification), and, take the necessary steps to resolve operational issues and escalate complex issues to the line manager.
  • Conduct research, collect data, conduct analysis, prepare reports (reports of the Products, Transport and Insurance Committee, standardized project reports, financial close reports, etc, physical inventory reports, transport performance reports, etc.) and ensure the accuracy of information in internal systems, including, in order to facilitate informed decision-making.Perform any other task requested by the supervisors.
  • Liaise with internal and external stakeholders to help manage logistics operations and contribute to effective service delivery.
  • Oversee the work of support staff and provide practical advice and guidance to ensure that individual and collective objectives are met in accordance with agreed standards and time frames, this applies to all forms of assistance.
  • Support logistical emergency preparedness and response activities, including updating the logistical capacity assessment and contingency plan, to strengthen WFP response in emergency situations.
  • Perform any other tasks requested by supervisors.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Completion of secondary education. A certificate of’ post-secondary studies in the relevant functional area is desirable.

Experience:

  • Experience with internal systems used to track ongoing shipments, procurement, claims and food stocks.
  • Experience in data analysis (on goods, funds, etc.) and in the preparation of reports.

Desired skills:

  • Experience in evaluating the results obtained by service providers with regard to the key performance indicators defined.
  • Experience in assisting in the preparation of contractual documents.
  • Experience in providing technical assistance in the use of internal systems.
