1. Office / Unit / Project Description

The United Nations Development Program ( UNDP ) is an international organization with more than 17,000 employees working in around 170 offices around the world to help governments develop policies, strong institutions and partnerships to achieve the Sustainable Development Program and its 17 sustainable development goals by 2030. UNDP political work at headquarters, regional offices and country offices forms a contiguous spectrum of in-depth local knowledge in line with international development prospects. In addition, as part of its mandate, UNDP contributes to the efforts of countries in strengthening their resilience to the effects of climate change, particularly in terms of adaptation.

In order to concretize and strengthen its commitment in the fight against the effects of climate change and the strengthening of Algeria’s resilience to its effects, UNDP is implementing an initiative, in partnership with the Ministry of the Environment and Renewable Energies, which aims to advance the process of the National Adaptation Plan in Algeria to meet the needs for adaptation in the short and medium term and lay the foundations for long-term adaptation

Algeria, the largest country in Africa, is particularly vulnerable to the effects of climate change due to its position and its high exposure to them. In a few decades, temperatures increased 1.5 and 2 ° C while precipitation decreased sharply with an average rate of 20%. In addition, Algeria is facing other effects of climate change, including the upsurge in natural disasters such as drought and floods, and a growing increase in forest fires and desertification. Algeria is also experiencing an increase in heat waves, a displacement of tropical diseases to the north and a higher incidence of water and air diseases, which poses a threat to public health. On the other hand, the vulnerability of the’Algeria to climate change probably aggravates the existing economic difficulties linked to the oil crisis and affects in particular the country’s water resources reserves particularly affecting the agriculture and industry sectors and constituting a considerable risk to be taken into consideration.

In order to cope with this change and the medium and long term effects they induce, it is necessary for the country to develop adequate adaptation mechanisms in order to adjust its ecological, social and economic practices in order to succeed in moderating and mitigating the potential damage they could have. To do this, a national adaptation plan must be drawn up, which will contain the general guidelines for successfully adapting it. In 2018, the Algerian Government launched its national planning process for adaptation in line with national priorities in terms of combating climate change and in line with the National Contribution Determined from Algeria. This plan aims first of all to develop strategies in order to better protect populations,ecosystems and infrastructure for the risks of climate change.

The « Project Advance the National Adaptation Plan Process in Algeria to meet short and medium term adaptation needs and lay the foundations for long-term adaptation » is part of the will of the country through its National Strategy for the Environment and Sustainable Development ( 2020-2035 ), its National Action Plan for the Environment and Sustainable Development ( PNAEDD ) and its National Climate Plan ( PNC ) and aims to support Algeria in its strategic planning and engage the parties stakeholders in the design of an adaptation plan consistent with national challenges. This project, which is implemented in partnership with the Ministry of the Environment, also facilitates the development of a country program, which includes programming priorities for’adaptation and mitigation.

The project aims in particular to accelerate the integration of adaptation considerations into planning processes in Algeria in order to reduce vulnerability to climate change. Specific objectives include :

  •  Promoting the idea of having a society and an economy resilient to the harmful effects of climate change ;
  •  Strengthening the resilience of ecosystems, in order to minimize the risks of natural disasters linked to the harmful effects of climate change ;
  •  Fight against erosion and promotion of land rehabilitation, within the framework of the Algerian policy to combat desertification ;
  •  Integrating the effects of climate change into sectoral strategies, particularly in the water resources, agriculture, transport and health sectors.

The objective is supported by the following four expected results :

  •  Result 3.1: Governance of adaptation planning and enhanced institutional coordination
  •  Result 3.2: Factual basis produced to design adaptation solutions for maximum impact
  •  Result 3.3: The commitment of the private sector in catalyzed adaptation
  •  Result 3.4: funding for enhanced adaptation

In light of the above, the UNDP Office in Algiers plans to hire a Project Associate to support the implementation / implementation of the FVC-funded project, « Advance the process of the National Adaptation Plan in Algeria to meet the needs for adaptation in the short and medium term and lay the foundations for long-term adaptation ».

2. Scope of Work

Under the supervision of the UNDP Nature, Climate and Energy Team Leader, the main objective of the mission is to support the administrative and financial management of the project.

The associate project will work in close collaboration with the Nature, Climate and Energy team of the UNDP Country Office as well as with the various stakeholders, mainly, the Ministry of the Environment and Renewable Energies

Summary of functions:

  •  Support project management and the implementation of activities included in the work plan;
  •  Provide effective administrative and logistical support services;
  •  Support the UNDP procurement unit for prospecting suppliers, if necessary, and support asset management according to UNDP rules and procedures ;
  •  Support the sharing of knowledge and best practices ;
  •  Provide any other project support service that may be assigned by the Program Officer / Project Coordinator
  •  Expected results :

Based on the detailed description of the above tasks, the expected results of the project associate of the project will mainly be :

  •  Development of relevant annual work plans and sub-plans, including the supply plan ;
  •  Preparation of the annual budget and verify compliance with the financial rules and expenditure procedures of the UNDP-GCF;
  •  Organizational insurance and day-to-day management of the ( meeting organization project; workshop, seminar, ensuring the sending, reception and distribution of various letters on time, etc. ) ;
  •  Assurance of good administrative, financial and logistical management of project activities ;
  •  Support the budgeting of supply activities and support the preparation of terms of reference or specifications, if necessary ;
  •  In coordination with the country office, the Associate with the project is responsible for the purchase of office supplies and consumables and for the management of office-related costs if necessary ( payment of water, energy bills, telephone, etc. ), ;

Min. Academic Education

A university degree with training in accounting and / or financial management or a baccalaureate with substantial professional experience.

Min. years of relevant Work experience

At least 7 years of professional experience and work practice in the field of administrative and financial management for the Baccalaureate level.

At least 4 years of professional experience and work practice in the field of administrative and financial management for the license level.

Work experience in the context of projects, preferably in the field of development; previous experience with UNDP or the United Nations system is an asset.

6. Travel:

The successful candidate will have to plan trips within the Algiers wilaya, mainly to project partners and to the various service providers and contract workers.
