CONTEXT AND JUSTIFICATION OF THE POSITION:

This position profile is primarily found in Country Offices (COs) with existing or planned Cash Transfer (CBT) operations and reports to a more experienced Program Officer.

Holders of this rank make specific contributions within established policies and procedures. They are particularly focused on implementing day-to-day cash transfer activities and are likely to work with the support and close supervision of a more experienced professional staff member. They receive regular feedback on the work carried out, which is essential to facilitate learning about self-development and the eventual taking on of greater responsibilities. They are generally involved in different phases of cash transfer programming and in analytical work of limited complexity.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):

Contribute to the daily implementation of cash transfer operations and ensure that the immediate results of the project are achieved. Support analyzes and contribute to all cash transfer activities in the field by following a specific, effective and integrated approach to meet the food assistance needs of beneficiaries.

  • Assist in the development of cash transfer preparation actions by providing support on a daily basis.
  • Develop and monitor the implementation of remittance activities.
  • Work daily with WFP’s core cash transfer functions for an integrated approach to cash assistance and cross-functional operational alignment.
  • Assist and support in coordinating daily activities and checks and act as focal point for any questions.
  • Support the establishment of the delivery system for monetary transfer operations, including:
    1. Implementation of digital solutions;
    2. Collection of data for the creation and review of payment lists;
    3. The issuance and distribution of payment instruments;
    4. Ensuring that cash transfer distributions are made to the right people, collecting distribution reports from CP/FSP for reconciliation;
  • Assist in the drafting and implementation of cash transfer standard operating procedures (SOPs).
  • Liaise with the recording team and serve as a focal point to ensure readiness to use the recording platform, if necessary.
  • Carry out distribution and project monitoring activities through field visits, verifications and data analysis ensuring that rigorous quality standards are maintained.
  • Ensure that all cash transfer data is recorded accurately and timely on the Organization’s systems.
  • Contribute to the development of plans for beneficiary registration and implementation.
  • Review and write activity reports and their comparative analysis – plans versus reality.
  • Evaluate their effectiveness in relation to constraints and challenges and make recommendations.
  • Carry out field missions and analyze information collected from partners.
  • Participate in partner assessment activities.
  • Participate in awareness raising, targeting and distribution activities in the field.
  • Collect and compile project monitoring and evaluation data (percentage of beneficiaries targeted and reached, information on project sites, etc.)
  • Evaluate and write reports on market conditions and other factors affecting distributions in the province.
  • Assist the Program Manager in organizing missions, working meetings with partners and briefings on monetary transfers (and other activities as needed);
  • Maintain a simple database containing monthly data on distributions made, the number of people assisted by sex and age and the amounts distributed.
  • Maintain all documents (reports, file notes, budget, correspondence) relating to the implementation of cash transfers.
  • Undertake other tasks as assigned, as required.

FUNCTIONAL CAPABILITIES:

  • Demonstrates a solid understanding of planning cash transfers in operational contexts.
  • Designs operational plans and scenarios in collaboration with key internal and external stakeholders.
  • Leverages expert intelligence and system data to perform planning analyses.
  • Supports the design and implementation of on-demand treasury and associated services for governments and partners.
  • Contributes to cash transfer improvement and innovation initiatives.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Formation:

  • Hold a secondary school diploma.
  • A post-secondary certificate/diploma in the fields of social or technical sciences (statistics, mathematics, agronomy, etc.), program implementation, project management, humanitarian assistance or any other related field would be an asset.

Experience wanted:

  • Six (6) years of professional experience at progressively responsible levels in the corresponding fields.
  • Experience in analyzing context and operational trends.
  • Experience supporting analytical and conceptual work on cash transfer strategy and implementation.
  • Experience in designing operational scenarios and implementing plans in collaboration with key internal and external stakeholders.
  • Experience in analyzing end-to-end money transfer operations.
  • Experience troubleshooting and resolving operational issues.

Languages:

  • Fluency in oral and written French is mandatory.
  • Knowledge of English is an asset.
