Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. ADB only hires nationals of its 68 members.

The position is assigned to the Office of Safeguards (OSFG). The OSFG implements and monitors ADB’s safeguards policy and procedures. It advises and supports ADB management, operational departments, and relevant parties, including borrowers/clients in delivering development solutions in compliance with ADB’s safeguards policy.

Job Purpose

The Associate Operations Coordination Officer is responsible for supporting overall safeguards quality assurance and coordination work, and monitoring to ensure departments’ compliance to processes and procedures for accountability mechanisms to achieve key results.

The incumbent will report to designated International Staff and/or senior National Staff.

Responsibilities

Strategic Planning and Coordination

  •  Supports the Head, OSFG in strategic planning, work planning, and results management.
  •  Coordinates the formulation and implementation of ADB-wide strategies, policy, and results-management initiatives such as Strategy 2030, Work Program and Budget Framework, and Development Effectiveness Reviews relating to Safeguards.
  •  Keeps the Head, OSFG abreast of all aspects of operations and leads the day-to-day operational activities as required.

Quality Assurance

  •  Supports quality assurance initiatives on OSFG operational documents such as technical assistance (TA) concept papers, TA reports, change in scope memos, and TA completion reports, including oversight of compliance with relevant business processes, guidelines, and staff instructions.
  •  Supports prioritization and management of the TA program, including securing adequate resources to support TA program delivery, and manages the TA portfolio, including conducting regular TA portfolio performance reviews.
  •  Initiates OSFG’s review and provision of inputs to corporate, operational, and administrative documents, ensuring the timely provision of high-quality inputs.

Knowledge Management and Sharing

  •  Acts as focal for process/procedures for accountability mechanism and safeguards related processes.
  •  Develops and maintains systems and platforms to enhance knowledge sharing of OSFG’s key initiatives and results, including implementing the Safeguards Knowledge Management Actions Plan.
  •  Coordinates time and quality submission of various safeguards documents.

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in Environment or Social Sciences, preferably with master’s degree or advanced training.
  •  At least 6 years work experience working in development, and familiarity with the operations of multilateral development banks’ technical assistance operations.
  •  Knowledge of project implementation.
  •  Working knowledge of ADB’s Safeguard Policy Statement (SPS) and awareness of similar policies of other multilateral development banks and of ADB’s developing member countries are an advantage.
  •  Thorough knowledge and understanding of environmental and social dimensions in development projects and programs, particularly for ADB’s project cycle.
  •  Proficient in the development, maintenance, and administration of information management systems.
  •  Basic knowledge of ADB’s computer applications and systems.
  •  Well-versed in Microsoft Word and PowerPoint applications; excellent knowledge of Microsoft Excel.
  •  Good interpersonal skills and ability to work with individuals from different cultural/national backgrounds.
  •  Ability to collaborate with project teams.
  •  Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
