BACKGROUND
Over the past decade, the Government of Burundi has made significant progress in strengthening its social net system and setting up basic service delivery systems through the nets project national social Merankabandi. The Merankabandi National Social Net Project aims to improve the well-being and increase the resilience of specific groups in order to reduce poverty and vulnerability in Burundi. As the Merankabandi project sought to build the fundamentals of traditional safety net systems, the government is now committed to going beyond cash transfers to adopt an integrated social protection system ( SP ) in order to strengthen the social and productive inclusion of the poor and vulnerable.Although the current achievements of the Merankabandi are impressive, there is room for the further development of SP systems in order to meet this commitment.
The project has been successfully implemented in 4 provinces of Burundi, benefiting more than 56,000 households with cash transfers and support measures on the development of human capital. The project created the basis for the development of an appropriate social protection system by developing basic delivery systems such as a targeting system, a payment system, a monitoring and evaluation system, a complaints mechanism and a management information system to support project activities and report.
The Government has asked the World Bank to support progress in three areas: i ) strengthening institutional capacities and special service delivery systems, in particular the establishment of a single register in the country, as well as continuing to improve the efficiency of other delivery mechanisms; ( ii ) invest in the intensification of existing social nets sensitive to nutrition, as well as testing personalized productive inclusion models in addition to regular cash transfers to improve human capital and the self-sufficiency of poor and vulnerable households ;and iii ) improve the responsiveness of the social protection system to shocks by expanding its coverage and strengthening funding mechanisms to improve household resilience and provide rapid support for cope with recurrent droughts induced by the climate. Subsequently, the Government and the World Bank began phase II of the Merankabandi project.
WFP SUPPORTS SOCIAL PROTECTION IN BURUNDI
In February 2021, WFP published its Social Protection Strategy in Burundi, defining its position within the SP ; and as part of its Interim Country Strategic Plan ( ICSP ) 2022-2024, WFP is committed to working with the Government of Burundi and the World Bank to provide operational and technical support for the implementation of the fourth component of the Merankabandi II project, which involves the integration of refugees into the national social protection system. In accordance with WFP’s current footprint in meeting the needs of refugees in camps in Burundi, this partnership aims to provide preventive, protective mechanisms, promotional and transformers to support the most vulnerable refugees in their basic needs and promote their social, economic and financial empowerment.WFP is supporting the expansion of the national social nets project to refugees living in camps while providing targeted households with cash transfers via mobile phones, support measures for the development of human capital and productive inclusion activities. The Merankabandi II project is implemented in successive waves in order to gradually extend it to the whole country. The first wave, which began, focuses on the refugee components in two camps ( Nyakanda and Bwagiriza ) in the province of Ruyigi. Refugees from three other camps will be assisted in the second and third phases, which are scheduled to start in October 2023 and February 2024, respectively.
To achieve the above objectives, WFP is looking for a social protection program assistant ( G6 ) to provide effective specialized support for the implementation of the activities of the Merankabandi II project implemented by WFP. The incumbent will work under the direct supervision of the program manager of the WFP sub-office in Gitega and in close collaboration with the social protection unit of the country office.
MAIN RESPONSIBILITIES
The incumbent will be responsible for carrying out the following tasks and responsibilities :
- Provide technical support and assist in the development and implementation of various activities and processes relevant to social protection, supporting alignment with broader program policies and guidelines.
- Provide specialized project management support to specific and / or defined programs to ensure that the various activities are carried out in accordance with the objectives set in accordance with the policies, corporate and regional strategies and guidelines for social protection.
- Prepare a series of reports and data analyzes relevant to the social protection portfolio ( for example, assessment of the capacities of impact-reactive social protection countries, use of resources, program status, performance ) highlighting trends / problems to allow informed decision-making and to ensure that deliverables meet company standards and quality control.
- Liaise internal counterparts to enable collaboration, implementation and effective monitoring of ongoing social protection activities

- Coordinate and communicate with local partners, agencies, NGOs and government institutions to carry out precise analyzes and assessments and ensure effective provision of social protection.
- Support capacity building of WFP staff, partners and the national government to identify and meet social protection needs in the country.
- Serve as a point of contact for the resolution of a series of operational questions and problems related to social protection.
- Supervise and / or review the work of other support staff, providing practical advice and guidance, in order to contribute to the achievement of the objectives in accordance with the agreed standards and deadlines.
- Document good practices and support the preparation of information sheets and other visibility documents relating to the project.
- Perform other related tasks as required.
- Collect, store, contribute to the analysis and regularly disseminate beneficiary registration data for project monetary transfer activities, including for support and productive inclusion measures.
- Update internal operational databases and monitoring tools in collaboration with cooperating partners and other key staff and project units.
- Structure and regulate the communication of key beneficiary data figures in collaboration with cooperating partners and other key partners.
- Perform a precise and timely recording of data related to the implementation of project activities and ensure the consistency of the information presented to internal and external stakeholders.
- Support the preparation of donor reports.
- Document good practices and support the preparation of information sheets and other visibility documents relating to the project.
QUALIFICATIONS & EXPERIENCE REQUIRED
Training : At least Bac + 3 in the social sciences, information management or related disciplines.
Experience : Six ( 06 ) or more years of professional experience, at levels of responsibility in data management, systems, analysis and reporting, as well as contributing to the implementation of programs, observation or assistance in political discussion activities for an NGO, a government institution or a United Nations agency.
Competences:
- Knowledge of the project cycle, implementation, monitoring and evaluation tools is desirable.
- Basic understanding of technical and theoretical concepts relevant to social protection
- Ability to produce high quality written documents in the working language.
- Ability to work independently, in a timely and organized manner.
- An ability to work under pressure and meet deadlines.
- General knowledge of the policies, rules, regulations and procedures of the United Nations system is desirable.
Languages:
- Excellent mastery of French ( level C ).
- Knowledge of Kirundi or Swahili
- Knowledge English is an asset.
