Assistant(e) Administrative(ve) and Financial(e) Project At ActionAid

Context :

ActionAid International in Mali currently has an ongoing project focused on mobilizing youth for the promotion of human rights,’ access to justice including climate justice, social cohesion and the recovery of displaced persons and their communities of’accueil. This project is implemented by a Malian civil society organization whose actions will be mainly carried out by the youth. In this context,’ActionAid International in Mali is recruiting: one(e) Assistant(e) Administrative(e) and Financial(e) for the implementation of the aforementioned project.

Job description:

L’Assistant(e) Administrative(ve) and Financial(e) will be attached(e) hierarchically to the Finance Officer (CF) of ActionAid Senegal and will have as main missions:

1) Financial Management of the SPA II project

Jointly and under the supervision of the Finance Officer manage the financial and administrative part of the project :

• Contribute to the preparation of financial reports to its officials, donors and national and international authorities

• (Prepare and monitor the review files of the financial audits carried out on the’ intervention area

• Participate in project reviews : synthetic preparation of’a statement of expenditure

• Analyze compliance with internal control procedures and recommendations to the offices concerned

• Track the validity and compliance of the invoices of the project and the office before encoding

• Re-enter accounting and analytical input of invoices projects +quote-part overheads

• Controll and enter expense/mission budget notes

• Re-align monthly bank reconciliations of bank accounts

• Monitor and justify jointly with the Finance Officer the balances of social accounts in SAP

• Carry out monthly accounting adjustments with the Finance Department

• Support in the preparation of internal or external audit missions

• Actively participate in the work of periodic accounting closings

• Contribute to compliance with tax and social legislation at national level

• Electronicly classify the supporting documents for project and office expenses to be imported into SharePoint

• Hold the cash register and its supply, carry out the accounting entry

• Enter the data from the MTT ( Monthly Treasury Template ) file, ( cash & bank )

• Manage requests for expenditure commitments

• Manage any other accounting and / or financial task requested by N + 1 ( line )

• Update the file of the deadlines (debts) of invoices of must and invoices of’avoir

2) Administrative management

• 2 Participate in the dossiers of’appel d’offers in accordance with the AAS procedures (jointly with the CF)

• Apply to the realization of the’investment plan of the project (jointly with the CF)

• Apply the HR Manager, if necessary, to the management of the human resources

• Manage and follow the SPA II project administrative files

• In case of need, participate in the logistic organization of activities

• Manage suppliers (purchases, logistics, repairs…).

• Track and make ticket reservations d’avion for missions

• To monitor stocks and support the maintenance of periodic inventories

• Tracking the deadlines of the’assurance support contracts Charged with Finance

• Participate in seminars and meetings according to project needs

• ’ensure of the availability of logistical means for events and activities

• Move for one-time needs related to projects

• Apply to the’Organisation and to the holding of meetings and seminars according to the needs of the’Organisation and its activity

• ’Administrative and Financial Assistant (H/F) will use its skills and expertise within the’Organisation (project).

Profile sought:

You have :

• A university degree or higher school of Bac +4 level at least (Economy, management, finance/accounting or equivalent)

• A confirmed experience of minimum 4 to 5 years

• A mastery of accounting standards

• An experiment on the West’ Africa zone

• Experience in an international NGO

• Strong skills in accounting / taxation / regulation / labor law

• Experience in producing financial reports

• A control of the manipulation with accuracy of a significant amount of information

• An ease in working with a multicultural team

• An ability to assume its responsibilities with precision and within the prescribed time

• An ability to work under pressure

• A sense of initiative and anticipation

• A good writing and analysis capacity in French and English

• Knowledge of desired SAP would be a plus

• A very good command of office tools ( Excel, Power Point, Word and Outlook … )

• A good ability to prioritize emergencies and / or priorities

• An excellent mastery of communication tools ( telephone, email, teams … )

Language requirements:

The mastery of French and a good level in professional English, both in writing and orally. Very good knowledge of the local language and good knowledge of the humanitarian response are essential.
