Job Description

The Position:

Under the general direction of the Resident Representative and the direct supervision of the Operations Manager (IOM) as a member of the services of the CO, the’Assistant(e) Administrative and Associate(e) HR provides operational management in Human Resources, administrative and financial systems of the country office. He/she oversees the office support staff.

He/she provides quality human resources,’administration and financial services to internal and external clients by mastering all appropriate regulations, processes and procedures. He/she takes a client-oriented and results-oriented approach to interpreting regulations, procedures and directives in CP services, including, by providing support and assistance to projects supported by the CO and the’UNFPA.

Statement of functions based on results(focused primarily on individual contribution,’engagement, the’ communities of interest and the impact of action)

  •  He/she adapts processes and procedures, anticipates and manages the operational requirements of the program/projects data being executed in the country in terms of personnel, sub-contract,’ equipment, etc, scholarships and travel of’studies and’ other events related to programs/projects to facilitate their realization.
  •  He/she prepares and controls the administrative budget and then ensures that financial transactions are carried out in accordance with the regulations and procedures of’UNFPA. He/she proposes procedures to improve internal controls and’ efficiency and responds to audit questions.
  •  He/she manages the recruitment and selection process by applying best practices of human resources tools and mechanisms. He/she advises and informs project managers and staff on the different types of contract terms, orientations and human resources benefits. He coordinates the CPM process and gives advice on the issues of performance.
  •  Effectively manage the duration of recruitment processes, ensuring that the steps are carried out efficiently to meet the deadlines set while maintaining the quality of the candidate selection process.
  •  He / she examines requests for supply and initiates procedures for supplies, equipment, supplies and services of the office and projects in a transparent and cost-effective manner. He recommends the supply decision.
  •  He / she contributes to the fluid management of the office by ensuring the supply and equipment of services, by monitoring processes and by maintaining an updated inventory of files.
  •  He/she reviews and prepares equipment for joint’ systems of activities relating to common premises and services, cost recovery, allowances and privileges, and, investigations into securities and wages, security, etc…He/she represents’UNFPA in meetings and inter-agency group work in the absence of the supervisor.

Qualifications and experience required

  •  A high school diploma is required. A bachelor’s degree in Business Administration, public administration, finance, information technology, economics or a similar discipline is desirable.
  •  Have 7 years of’a suitable experience preferably in program/project management in the public or private sector ;
  •  Have a very good knowledge of the’application of policy manuals and procedures in organizations. Knowledge of UNFPA procedures is an asset ;
  •  Be of Congolese nationality (RC) ;
  •  Computer knowledge : Have a perfect skill in desktop application software :
  •  Good practice of office tools (Word, Excel, PowerPoint, Publisher ;
  •  Experience in the practice of ERP (Quantum) or Databases would be an asset.
  •  Experience in the United Nations system or in a multilateral context, highly desirable.

Linguistic skills

  •  Excellent knowledge of the French language (oral and written expression)
  •  A good knowledge of’anglais is desirable.
