Assistant to the general coordinator in charge of programmes (F/H) – Democratic Republic of Congo At Doctors of the World

In France and abroad in nearly 30 countries, our actions are aimed at facilitating access to the health system by working on 5 priority themes structuring our struggles and our advocacy for health and health care : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.

Doctors of the World has been present in the DRC since 1994 and now operates in 2 provinces of the country (Kinshasa and Tanganyika) through several’urgences and development programs :

  1. Sexual and Reproductive Rights and Health Program (SRHR)
  2. Environment Health Programme for the promotion and protection of the health of market gardeners and consumers
  3. Humanitarian Space Programme, emergencies and crises

DESCRIPTION OF THE POSITION :

Under the direct supervision of the general coordinator, you work closely with the programme teams (Tanganyika and Kinshasa) to develop the mission strategy that will allow a quality implementation of interventions, including, in accordance with the requirements of donors. You are part of the coordination team and can act as acting general coordinator in his absence.

Implementation of the programmes

  • Support programme coordination to ensure consistent quality (including cross-cutting themes such as gender-based violence, mental health and community approach)
  • Maintain operational links between the different programme components
  • Plan, organize and guide grant review, opening and/or closing meetings
  • Support coordinators to oversee the performance of projects and partners
  • Conduct field visits to all project sites
  • Assist program coordinators in identifying and mitigating operational challenges
  • Ensure the quarterly quantitative and qualitative analysis of programmes
  • Ensure that monitoring/monitoring and evaluation tools provide greater insight into program management decisions and strategic planning.

Reporting & communication

  • Ensure the revision and strengthen the quality of the periodic reports of’activities
  • Write project proposals as well as reports for the MoM and the donors
  • To ensure the forwarding of program information to the general coordinator
  • Ensure the exchange of technical and medical information’ with the headquarters

Program development

  • Monitor the evolution of the humanitarian situation in the country and propose strategic and immediate responses
  • Remaining alert on the epidemiological situation of the country with a focus on the mission’s areas of intervention’
  • Identify the health needs
  • Actively participate in the development of the mission’s operational strategy
  • Coordinate, supervise and participate in exploratory missions
  • Coordinate the development of project proposals
  • Ensure the quality of needs assessments and reports
  • To ensure that the new strategic directions are taken into account and implemented

Support and development of the national partnership

  • Supporting national partnership and consortium opportunities
  • Develop joint projects and interventions with the technical coordination team and national partners
  • Supervise and evaluate the activities of the national partners’ programme
  • Ensure capacity building of partners and ensure that training and coaching is planned and delivered

Team management

  • Manage and supervise staff under your direct supervision
  • Ensure that objectives are set with each member of staff and that evaluations are conducted
  • Know the rules of procedure and ensure that they are effectively understood and respected by your team
  • Ensure appropriate coordination and communication within the team and with the other departments and agencies

Representation

  • Represent MdM at the national level with authorities, clusters, other NGOs, UN agencies and other external actors
  • Take an active role in the preparation and management of donor visits

Others

  • Ensure that safety rules are understood and followed by the team
  • Work closely with the security focal point
  • Act as general coordinator in his absence

EMPLOYMENT CONDITIONS :

Status : Wage-earner

Contract : Fixed term contract

Duration : 6 Months

  • Position to be filled on 1 April 2024
  • Monthly gross salary of 3,362 euros
  • Equivalent 13th month paid in 2 times – from 6 months of’seniority of actual work
  • ’expatriation premium of 10% of gross salary per month
  • Support for transport (home – mission), visas, vaccines
  • Accommodation in a collective house
  • 22.5 RTT /year
  • 5 Weeks paid leave /year
  • Mutual (60% participation of MdM and 40% of the employee)
  • Insurance (repatriation.).

PROFILE SEARCH :

  • Bachelor’s degree in social sciences, political sciences, international relations, humanitarian and international cooperation or related field ;
  • Training in project management;
  • A master’s degree in public health is an asset;
  • At least 4 years of relevant professional experience in the humanitarian sector ;
  • At least 2 years of experience in a leadership position in the humanitarian field (field coordinator, programme manager) ;
  • Solid experience in project planning and budgeting ; proposal and drafting of a report ;
  • Experience in remote and post-emergency management ;
  • Experience in sub-Saharan Africa is an asset
  • Knowledge and understanding of project management tools
  • Experience in managing multiple projects, donors and partners ;
  • Demonstrated team management skills ;
  • Confident and competent in using MS Office ;
  • Autonomy, ability to take initiative and responsibility ;
  • Ability to work in stressful situations ;Languages : French current in writing and oral essential. Desired english.
