A ( 01 ) Deputy Logistics Coordinator / Purchases & Supply / Logistics ( H / F )

1. Work and remuneration CONDITIONS

  • 12-month burkinabè law CDD, including three ( 03 ) months of trial period.

Overall Remuneration

  • Reasoning remuneration according to experience ;
  • 90% health insurance cover covering the employee ( e ), his spouse and minor children within the limit of 21 years.

2. DESCRIPTION OF THE POST

Under the responsibility of the Logistics Coordinator, the Logistics / Purchasing and Supply Coordinator Assistant is responsible for assisting the logistics coordinator in his mandate, in order to ensure the implementation of an effective and efficient supply chain of compliance with the Tdh Logistics Framework on the Purch / supply part on all the bases of the country.

  • Main missions and responsibilities exercised

Mission 1: Assist the Logistics Coordinator on purchasing / supply activities

  • Acting in the logistics coordinator in the event of absence in his area of competence ;
  • Provide continuous support to logisticians on current supply files ;
  • Ensure continuous monitoring of the capital’s activities by optimizing the organization ;
  • Conduct training workshops on capital supply themes and on bases when needed ;
  • Compile and analyze monthly purchase / supply logistics reports.

Mission 2: Contribute to the definition of the logistics department strategy

  • Contribute to the definition of the delegation’s purchasing and supply strategy ;
  • Participate in the preparation of budgets for taking into account the issues related to his department.

Mission 3: General coordination

  • Supervise and optimize the organization of purchase / supply activities from the capital ;
  • Implement and enforce Tdh purchasing / supply rules and procedures, and donor procedures, in collaboration with the logistics coordinator ;
  • Monitor logistics teams on activities related to its field for the entire ( delegation regular meetings, reports, etc.) ensuring the consistency of the actions of the department as defined by the logistics coordinator ;
  • Implement basic monitoring tools with SMART indicators ;
  • Ensure collaboration with projects for all needs related to the activity of its department ;
  • Guarantee the proper conduct of audits, pre-audits, donor reports ( implementation of purchasing files, monitoring of files and supervision of archiving ).
  • Participate in the development of the annual global purchasing plan ;
  • Participate in the creation of purchasing plans before the start of spending on new budgets ;
  • Respect the supply of equipment according to pre-established planning ( Purchase plan ) ;

Mission 4: Supply management

  • Manage and supervise all purchasing and supply activities carried out in the capital ;
  • Technically support and supervise the purchasing activities carried out on the bases ;
  • Guarantee compliance with Tdh ( logistical and administrative procedures and lessors if necessary ) when purchasing at the capital level and for bases ;
  • Pilot and coordinate all of the Delegation’s purchasing and supply activities in accordance with the TDH and Bailors procedures ;
  • Identify and plan base purchases in collaboration with the rest of the ( Coordinators and Program Assistant, project managers, Admin / Fin Coordinator, Basic Chefs ( s ) ) ;
  • Manage tender documents and analysis of technical offers in collaboration with its teams.
  • Ensure regular monitoring of purchases from the capital and for ( summary table ) bases in close collaboration with the administrative service for the payment of deposits and balances due to suppliers ;
  • International purchases: choose the freight forwarder and manage the contract, receive and clear the goods.
  • Coordinate with the Logistic Coordinator the organization of orders for goods, their transport and storage to the various projects, in order to meet the needs of projects in terms of quality and timeliness ;
  • Assist the Logistics Coordinator Assistant for the preparation of administrative files with storage and transport partners ( Logistics Atlas, logistics cluster … ) ;

Mission 5: Management of stocks and equipment

  • Inform the Assistant Logistics Coordinator of the delivery of orders on sites to plan and organize the storage of materials ;
  • Collaborate with the Logistics Coordinator Assistant to provide all the information related to his department in the management and monitoring of equipment.

Mission 6: Reporting

  • Centralize all information related to the activities of its useful capital and base department ;
  • Gather, compile and analyze the follow-up of purchases by the entire delegation ;
  • Contribute to the monthly report ( Sitrep ) by providing the appropriate data related to the logistics of the databases ;
  • Ensure regular reports of its activities to the Logistics Coordinator and at its request ( logistics team meetings, working meetings ).

    Profile required for the position

Level and area of training, and experiences

  • Have a minimum BAC + 4/5 ( minimum required ) in logistics ideally specialized in Purchasing and supply chain ;
  • And / or Logistics training Type BIOFORCE ( Responsible for Humanitarian Logistics ) would be an asset
  • Proven experience in purchasing in an international NGO ( minimum 3 years ) ;
  • Experience in an emergency context or in an unstable security context ;
  • Team management experience and desired training / skills development experience.

Technical skills

  • Master logistics procedures ;
  • Have excellent organizational, synthesis and communication skills ;
  • Master purchasing logistics procedures ;
  • Be aware of donor procedures ( ECHO, DEVCO, UNICEF, etc ) ;
  • Have solid practical knowledge in IT ( MS Word, Excel, Access and Power Point ).
