Assistant.e representative regional RESILAC – Coordinator MEAL At Emergency Group – Rehabilitation – Development


The RESILAC programme takes place in the Lake Chad Basin (Cameroon, Chad, Niger, Nigeria).

Position purpose : Guarantee the quality and accountability of the RESILAC programme by the animation of the monitoring and evaluation system, accountability, etc, capitalization and’ collective learning within teams and with partners as well as through the’ support to the strategic and operational management of the project.

Context :

The RESILAC project (inclusive economic and social rehabilitation of Lake Chad) aims to create favourable conditions for economic recovery, social cohesion and resilience of populations impacted by the security crisis and climate change in the Lake Chad basin. An exciting framework around’a territorial approach combining urgency, recovery and development around three operational components (social inclusion, support for territorial actors and economic recovery). D’a duration of five years (2024-2028), the RESILAC project is implemented by the Action contre la Faim consortium (leader), in, CARE and Groupe URD and in partnership with the CCFD network – Terre Solidaire and’ other national actors.

This is a regional project deployed in Cameroon, Niger (subject to), Nigeria and Chad, and coordinated by a technical office based in Ndjamena in which you can take part. You will work in the regional office in N’Djamena and will be in constant contact with the teams and implementing organizations of the 4 countries and with the headquarters of the organizations of the Consortium.

The’ multi-thematic territorial approach and the location objectives of the’aide will be at the heart of the strategies of the program, while bringing’agility and’apprenticeship to the teams and actors of the sub-region. You will thus be able to meet with us this ambitious challenge, by bringing your expertise and your strategic reflection in the collective and participatory management of the monitoring-evaluation and’apprenticeship system, as well as in the’ support to the regional piloting of the project.

Groupe URD, as’apprentissage partner and knowledge manager of the RESILAC 2 project, will develop and oversee the Monitoring, Evaluation, Accountability and Learning strategy. This will be BASED on complementary tools, methods and approaches allowing i) d’ to support the adaptive management of the project, ii) to evaluate the progress of the’action and its effects on the field, iii) to produce useful and relevant knowledge and iv) to foster iterative’learning.

Description of the position :

Under the supervision of the regional representative, RESILAC, you will be responsible for guaranteeing the quality and accountability of the RESILAC program by running the monitoring and evaluation system, accountability, capitalization and collective learning within the teams and with the partners as well as by supporting the strategic and operational management of the project. More specifically, you will be in charge of :

Mission 1 – Support to the regional representative on agility, quality and accountability mechanisms for efficient program management ; through in particular the development and coordinated implementation of the global monitoring and evaluation mechanism and accountability

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Support the management of the program by providing elements or tools for the agile management of the program, the identification of vigilance points and the needs for adapting the programmatic strategy to the looks of commitments vis-à-vis the NFH ;
    • Design the program monitoring and evaluation strategy and develop the operational system ( action plan ), taking into account in particular the program’s commitments and its multi-stakeholder nature, multi-country and multi-sectoral ;
  • Develop methods and tools adapted to national contexts in accordance with the principles of agility and the standards required by donors. This includes: monitoring of activities, monitoring of beneficiaries, monitoring of results, monitoring of effects ;
  • Develop a methodology for context monitoring and agile piloting – in consultation with the regional coordinator.e and in collaboration with Groupe URD – and contribute to its implementation, and, its monitoring and evolution ;
  • Ensure the implementation of a regional accountability mechanism and adapted its operational declination in each country (outside the Feedback Days) ;
  • Support technical experts in the production and harmonization of key monitoring and collection tools to enhance the value of actions and measure their effects ;
  • Ensure the cross-cutting integration of SERA into other project sectors ;
  • Ensure that the findings of the SERA feed into internal operational and strategic thinking frameworks on a regular basis.
  • Represent the’ team RESILAC and/or Groupe URD in fora related to the themes falling within its scope in order to share practices on the theme concerned ;
  • Develop and maintain a network of external relations with the actors involved in the SERA theme;
  • Coordinate the implementation of the overall program data processing mechanism (securing, centralization, consolidation, processing) ;
  • Coordinate reflections on the management of’information within the program and promote a data culture within the teams /organizations of the program ;

Mission 2 – Responsible for the development and monitoring of the research framework and valorisation of results (including coordination of research)

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Synthesize and disseminate knowledge useful for the strategic and operational management of the ( project from RESILAC 1, research produced in RESILAC 2 or by other actors ) ;
  • Develop, in collaboration with the URD Group, the project research strategy by drawing lessons from RESILAC 1 ;
  • Coordinate the process for identifying subjects, selecting them, their TDR as well as coordinating national and regional research ;
  • Develop the strategy for the promotion / dissemination of results in connection with the.a Responsible for Advocacy / Communication and actively contribute to its implementation ;
  • Coordinate all research activities with a view to ensuring regional monitoring and coherence – in collaboration in particular with the Lake Chad Basin Commission ( CBLT ) on regional studies ;
  • Identify potential research partners and manage the actions of’ support and partnership relations with research institutions – with the’ support of those responsible SERA countries and consortium coordinators – in countries and regions affected by the project ;

Mission 3 – Responsible for the development and monitoring of the capitalization & learning framework

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Synthesize and disseminate the learning useful to project teams (from RESILAC 1, the continued capitalization of RESILAC 2 or other actors)
  • Develop with the support of Groupe URD a framework for continuous learning and capitalization as well as adapted tools and methodologies ;
  • Ensure the animation of the capitalization process at the regional level and accompany the capitalization work of the country teams, according to the defined framework ;
  • Ensure the capitalization (collection of’information, production of shareable content) of SERA activities ;
  • Develop appropriate methods and tools and ensure the animation of the training process with the regional office (technical experts) and country teams (responsible SERA, national coordinators Consortium) ;
  • According to the recommendations of the diagnostic apprenticeship (RESILAC 1), define with the referent.e supports, a strategy adapted to training teams programs ;
  • Carry out visits for technical supervision, training and/or support in the’ intervention areas.

Mission 4 – Ensure, in its regional and cross-border dimension, the implementation and the’animation of’learning and sharing within the – project concerning the SERA theme

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Set up and lead the regional working group on SERA between the project NGOs promoting regional approaches ;
  • Create and facilitate a framework for sharing experiences and practices among managers SERA on the ground (workshops, cross-visits, discussion forum, etc.) ;
  • Contribute to the production of content and the facilitation of discussions within the RESILAC 2 Alliance, in particular (but not only) on aspects of the SERA ;
  • Ensure, in consultation with country offices, support and advice to officials SERA Consortium of 4 countries ;

Mission 5 – Contribute to the communication of the project (internal and external) and the tools and processes of information’ management

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Synthesize the information useful for decision-making, and position yourself as a consultant to the regional management ;
  • Contribute to the review of country reports and the preparation of donor reports, contents of donor documents (copils, notes, etc.) on the SERA aspects ;
  • Contribute to the development and implementation of the external and internal communication strategy of the SERA project (advocacy actions, positioning notes, etc.),
  • Support the development of products /external communication media, in connection with the advocacy/communication manager ;
  • Support the definition of roles and responsibilities within RESILAC teams with regard to the management of’information ;

Mission 6 – With Groupe URD, responsible for mobilizing internal expertise and for budget monitoring/reporting

The Regional Representative RESILAC – Quality and accountability is responsible for :

  • Supervise the mobilization of Groupe URD teams within the framework of project activities (EIMS, research, etc.) and ensure the link with the RESILAC programme teams ;
  • Ensure administrative and financial coordination, particularly with service providers and consultants, ensure the allocation of human and financial resources ;
  • In close collaboration with the DAF, supervise the budget management for any contractual and budgetary developments that have an impact on resources and resources ;
  • Manage the dedicated financial resources in accordance with the project budget framework and in accordance with Groupe URD rules, lead and relevant donors (fiscal monitoring and analysis) ;
  • Support budget reporting, definition of the procurement plan and accountability (internal /external audits) ;
  • Monitor the contributions and ensure the positioning of Groupe URD within the RESILAC project ;
  • Preparing consortium meetings and COPIL meetings with the Director General of the URD Group ;
  • Facilitate the provision of content produced by Groupe URD, according to the needs of the RESILAC project and vice versa, to disseminate the learnings of the RESILAC project within Groupe URD and its network;
  • Propose to the headquarters of the Groupe URD articles for the newsletter or external media.

Required profile :

You are committed to strengthening the resilience of populations and territories, especially in the Lake Chad Basin region, you are passionate about improving the practices of’aide, always looking for solutions to improve the quality and accountability of the’aide, the,

You have an initial training (Bac+5) in social sciences, humanitarian, international development or in Project Management (Master of training project management of international assistance’), you are able to demonstrate equivalent expertise gained through your professional experience.

You have at least 5 years of’ experience in piloting complex programs in crisis contexts, including at least 3 years in the field of MEAL, on posts covering experiences in :

  • Project management in crisis contexts
  • Coordination of’team in the field of MEAL
  • Design and implementation of monitoring devices evaluation, evaluation, evaluation,
  • Monitoring and evaluation of projects (MEAL, internal monitoring and evaluation, external evaluations, process of capitalization of lessons learned)
  • Animation of networks/’exchange framework
  • Data collection and management of’information
  • Mastery of quality approaches (eg. Agile management, change management, etc.) and good knowledge of desirable quality standards
  • Conduct of operational research and experience with desirable publications

In addition, you have the following skills :

  • Great capacity for’analysis and synthesis

Conditions :

  • Contract : Full-time CDD position
  • Status: Framework
  • Contract duration: 1 year renewable

  • Workplace : RESILAC office in N’Djamena (Chad), with travel to Cameroon, Nigeria and Niger (30% of working time).
  • Salary : Between 39K€ and 43K€ according to profile + benefits (accommodation allowance, child allowance, monthly perdiem, break allowance, medical coverage and retirement, possibility of bringing his family 1 month/year subject to the security context, 1 ticket’avion A/R to home/year, etc.).
  • Possibility to drive your own vehicle in N’Djamena.
  • Teleworking: Maximum 5 days before/after break or annual leave (according to the RESILAC consortium’s teleworking policy).

This non-contractual document is likely to evolve according to the needs of the service.
