NATURE OF SERVICES

The EUMC is currently recruiting an Assistant Project Manager for the Field Support Services Project ( PSAT ) in Burkina Faso-Benin. PSAT Burkina Faso and Benin will offer technical, administrative, financial, logistical and supply services to World Affairs Canada ( AMC ) in Burkina Faso and Benin. The objective of the PSAT is to support the Government of Canada in its delivery of effective, efficient, quality and relevant development assistance in order to respond to challenges, to the development needs and priorities of Burkina Faso and Benin. The EUMC is looking for an assistant project manager who will be responsible for the overall management of the PSAT for Benin.

RESPONSIBILITIES:

The tasks of the Assistant PSAT Project Manager include, but are not limited to :

  • Collaborate with MAECD and partners to assess needs and establish the priorities of the PSAT in Benin
  • Identify the risks for the PSAT and develop and implement emergency and mitigation plans in collaboration with the project manager;
  • Ensure overall monitoring of the quality and management of all the services offered by the PSAT in Benin and guarantee that the quality of the services provided by the PSAT meets the needs and the expectations of the MACSD ;
  • Co-direct the preparation of all key PSAT documents, including the initial work plan, procurement plans, the operational procedures manual, annual work plans and progress reports ;
  • Develop and maintain networks of key stakeholders ( government, civil society, other donors, private sector ) ;
  • Ensure the profitability of the services provided within the framework of the project ;
  • Plan and coordinate the administrative, financial and logistical management services provided within the framework of the project ;
  • Analyze, plan, direct and evaluate the administrative tasks to be carried out by technical specialists, including the timely submission of deliverables, compliance with basic professional requirements and alignment with activity specifications ;
  • Ensure the quality of reporting and billing for services rendered.

QUALIFICATIONS AND SKILLS:

EDUCATION

  • Graduate diploma in a discipline related to political science, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences.
  • Certificate or diplomas in the field of Project Management ( PGR certification ), Public administration, Development International, Results-based management, Human resources management, Conflict management, Financial management, Capacity building or coaching approach, Gender equality or gender-sensitive training.

EXPERIENCE AND SKILLS

  • At least 5 years of experience in managing major international development projects in developing countries;
  • Experience working in a developing country or working with actors in international development aid, preferably in Burkina Faso and Benin;
  • Demonstrated experience working with different types of international development assistance stakeholders in different international development projects, including civil society organizations; the private sector; multilateral organizations; donors; local or national governments ( experience in Burkina Faso and Benin is an asset );
  • At least 5 years of experience demonstrated by exercising management functions such as:
    • Manage the provision of administrative, supply, financial, logistics services, and management and administration services of a fund of local development initiatives
    • Manage the development of project documents, including manuals, operational procedures and annual work plans, and the narrative report, including ITP, PTA and MPO;
    • Communicate with government authorities or their representative and other stakeholders related to the project;
    • Experience demonstrated in the effective management and international monitoring of project progress and results ;
  • Knowledge, understanding and familiarity with Canada’s international feminist aid policy ;
  • Efficient time management: capable of prioritizing work and meeting deadlines ;
  • Excellent problem-solving skills: capable of solving problems and / or identifying when a problem should be raised ;
  • Capable of working effectively in a dynamic team environment ( working both independently and within a small team ); and
  • Curious, enthusiastic and eager to innovate and adapt.

LANGUAGE

Professional skills written and oral in French. Knowledge of English an asset.
