General Description of the Programme

GOAL is an international humanitarian agency created in 1977 and currently operational in 13 countries around the world. GOAL has an annual budget of around 130 million euros and is supported by various donors, including the Irish government, the British government, USAID and the European Union.

GOAL has been operational in Haiti since the earthquake that devastated the country in January 2010. GOAL is moving to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development agenda approach. GOAL Haiti has focused heavily on urban development and building resilience within urban communities. The EU has recently launched an urban development programme under the eleventh EDF: URBAYITI. This program aims to improve the resilience, infrastructure and services of three municipalities in Haiti.

As part of GOAL’s ongoing efforts and commitment to ensure consistent and stable management over the life of the project and to maintain the highest standards in management from the WASH & Food Safety program, GOAL seeks to recruit experienced candidates for the position of core manager in Carrefour.

Primary responsibilities:

The main responsibilities of this role will be to lead the coordination and smooth operation of the Carrefour base. The base manager must establish strategies and systems that contribute to the effective operation of the office and the project, as well as’a comprehensive monitoring of all actions at the level of logistics,’administration, human resources and’a good economic management of activities in the Carrefour office. In addition, he/She will be responsible, together with the partnership manager and the project manager, to represent the organization to the rest of the partners and other agencies, including, before the authorities and other institutions of the country. He/She will also lead several meetings and activities related to the representation of the project in the municipality of Carrefour.

The/the Carrefour core (fe) leader will work closely with the project manager and the’ project programme team in order to provide support and facilitate all tasks and procedures thanks to an effective and coordinated management between the’ systems team of Carrefour and Port-au-Prince. The grassroots leader should also provide overall leadership on all necessary procedures and actions to enable the project to progress in accordance with all procedures relating to the goal and donors.

He / She will be responsible for the conduct of the actions of the system but will work in close collaboration with the program departments and the project manager, being able to contribute to development and best practices and procedures related to all aspects of the WASH project and Food Safety.

Main tasks

Strategy and vision

· Direct the coordination and completion of all activities, as defined in the proposal.

· Supervise the implementation of system / program priorities.

· Explore, assess and present new opportunities for countries that optimize impact and / or complement essential urban development activities in Haiti.

· Provide fundamental support to the project manager and the rest of the team for the good development of the project.

Systems and budget management

  • Direct and support the appropriate and coordinated operation of the Jérémie base ( partners, human resources, finance, administration, logistics … )
  • Establish strategies and systems that contribute to the efficient operation of the office and the project, and carry out an exhaustive monitoring of all management actions.
  • Support and ensure coherent and effective communications both within consortia, from GOAL Haiti, at GOAL headquarters, and outside.
  • Direct and represent GOAL ( also with the partnership manager and the project manager ) at several meetings and activities related to the project in the municipality of Carrefour
  • Ensure that all donor regulations and directives are always respected throughout the program.
  • S’s ensure that all work complies with international quality standards and the best practices.

Team management, representation and networking

  • Responsible for managing the GOAL office in Carrefour
  • Manage the development needs of staff in liaison with the human resources manager and management.
  • Monitor and advise GOAL management on staffing needs.
  • To provide direct and ongoing supervision and management support to all staff of the project.
  • Core Carrefour chief(fe) for GOAL, coordination of all Carrefour office activities, preparation of monthly and weekly report and monthly calendar.
  • Represent GOAL Haiti during internal /external coordination forums,’ateliers, meetings at Jeremie and in a State institution.

Requirements

Essentials

· Minimum 3 to 4 years of’ relevant experience in the management of’teams and systems in similar projects.

· a third or more relevant degree in development science, urban planning, risk management, engineering or a related field

· High level of leadership and skills in team management’

· Experience with donor funding institutions, more specifically with the European Union

· Excellent interpersonal, motivational and management skills.

Desirable

· knowledge in sociology and urban planning, or in risk and disaster management, is highly desirable.

· Strong knowledge of the Haitian urban context and national and international stakeholders

· The mastery of Haitian Creole is a considerable advantage

· Position based in Carrefour
