Position objective

Under the supervision of the project manager, the Area Coordinator is responsible for achieving Cesvi’s strategic goals and objectives within the areas of responsibility. The Area Coordinator leads and supervises the programmatic management of the projects that Cesvi implements in the State of Falcón.

Cesvi in Venezuela

Since 2019, Cesvi has been working in Venezuela with initiatives in the field of protection of children and women in high vulnerability, including survivors of sexual abuse and exploitation. Starting in 2021, Cesvi began to implement projects financed by the Country Humanitarian Fund in communities in Caracas.

During 2022-24, Cesvi will implement the “ Multisectoral Humanitarian Assistance project to meet the urgent needs of the most vulnerable people in Venezuela ”, which aims to strengthen the availability of protection services, primary health and humanitarian assistance to the most vulnerable people and communities affected by the crisis. Cesvi will carry out its activities in the State of Falcón, based in Coro, and trips to other municipalities.

To meet these objectives, the formation of a high-level technical team capable of giving effective responses to the populations served during case management is required; for that purpose, Cesvi is looking for a Coordinator/to area that guides and implements the process and design of action plans for activities aimed at providing a timely and effective response to women survivors of GBV, VSBG and victims of trafficking and their children and adolescents at risk of protection.

Description of functions

Ensure the implementation and monitoring of Cesvi’s activities

  • Manage the activities of the Cesvi program and guarantee the achievement of the expected results in the intervention area.
  • Guarantee technical rigor of the activities to be carried out within the framework of Cesvi’s intervention in the states of Falcón, coordinating with the project team leaders.
  • Constantly monitor project activities and provide timely information and comments to the project manager.
  • Support the technical team in the design of tools and documents related to the implementation and monitoring of activities (questionnaires, surveys, criteria, etc.).
  • Ensure compliance with results and indicators, as established in the M&E plan, in coordination with the program unit.
  • Ensure that the implementation of the action respects the highest standards of protection of the population as indicated by the IASC standards, Sphere Manual and other internationally relevant documentation in the implementation of humanitarian action.

Represent Cesvi in inter-institutional coordination spaces

  • Represent Cesvi in the area of operations and attend all relevant forums / meetings to reinforce the organization’s position
  • Strengthen relationships with local authorities, members of the international community, and other implementing agents and partners at the local level.
  • Participate in coordination forums at the Falcón state level, relevant workshops, round tables and working groups at the local level.

Project development and reporting

  • Provide regular analysis of the context and humanitarian situation for the development of project proposals.
  • Support the design of new project proposals from the local perspective.
  • Comply with internal reporting requirements, contribute and guarantee the quality of external reports in the area of operations.
  • Support and guide professionals in the program team in preparing monitoring reports and reports to donors.

Guarantee the safety of people and respect for organizational procedures

  • Know and incorporate the Cesvi Security manual, report and report security events to the project manager.
  • Provide security analysis and evaluations on a regular basis.
  • Ensure that projects, actions or selection criteria do not put beneficiaries, partners or any other person at risk of harm.
  • Guarantee the respect of the institutional policies and protocols of confidentiality of the information, in the development of all activities.
  • Responsible for the implementation and supervision of institutional policies in the field of PEAS and Child Safeguarding.
  • Adapt suggestion policies and processes, Cesvi’s complaints and claims to the local context and guarantee an effective and timely response to the complaints and claims of the beneficiaries and of the communities.

As manager, the incumbent is responsible for the following

  • Manage the effective and adequate use of assets, financial resources and facilities in accordance with the organization’s procedures.
  • Follow up on the financial planning of the office projects, in coordination with the Administration and Finance Unit.
  • Validate in coordination with the Administration and Finance Unit, the project purchase plan and guarantee the monitoring of the purchase processes carried out.
  • Inform and alert the project manager of any anomaly in the administrative processes of the project.
  • Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.
  • Execute those tasks inherent to the position that are requested according to situation and needs.

Profile

Essential attributes

Training:

Professional university studies in Business Administration, Economics, Social Sciences, Political Science, Anthropology or related.

Knowledge and experience:

  • Minimum of 3 years of experience in development cooperation project management, social project management, interventions in humanitarian and related contexts;
  • Consolidated experience in the management of teams and humanitarian project activities;
  • Extensive knowledge of PCM, change theories and M&E tools;
  • Experience in the field of protection, prevention of GBV, protection of children or social and economic integration.
  • Basic knowledge of project cycle management and logical framework.

Competences

  • Excellent organizational skills, ability to determine priorities, and attention to detail;
  • Solid programmatic, financial and organizational planning skills;
  • Skills with handling computer tools (Office, Excel, Kobo, etc.);
  • Empathy and respect for the needs of others, especially people in vulnerable conditions, with care for children, women and people with special needs;
  • Demonstrated interpersonal skills, good judgment, planning and team building, and facilitation skills
  • Willingness and ability to work in the field and travel frequently to project sites when necessary.

Preferred attributes

  • Logical framework tools, theories of change, scope mapping, baseline studies, for program and project cycle management;
  • Work experience with international non-governmental organizations or with the United Nations;
  • Experience in coordinating interventions funded by international donors
  • Proven experience in accountability for NGOs;
  • Experience in the education and training of personnel;

Contractual conditions

  • Location: Coro, Venezuela
  • Contract duration: 4 months with the possibility of extension
  • Expected start date: 02/01/2024.
