Purpose of Job

The EBRD has entered into an agreement with the European Commission to co-finance projects using the EU’s InvestEU guarantee. Operating under guidance from the AD, Lead-Climate Co-Finance, the Analyst will work closely with the CSD InvestEU Programme Manager and other internal stakeholders to support all green and climate-related aspects of InvestEU implementation.

Tasks will include inter-alia conducting market, technical and policy research; leading internal coordination; record-keeping and knowledge management; developing communications materials and case studies; leading or supporting monitoring and reporting processes.

Accountabilities & Responsibilities

Under guidance from the Associate Director, Lead Climate Co-Finance and working closely with the CSD InvestEU Programme Manager and other internal stakeholders, the Analyst will support all green and climate related aspects of InvestEU implementation, including:

  •  Coordination and completion of all climate-related documentation needed for the EU approvals processes related to the suported projects. These will include documentation on policy checks, Climate proofing, economic appraisal, InvestEU scoreboards and InvestEU Investment Committee approval documentation.
  •  Analysis and research on relevant EU policy and regulatory aspects (e.g. the EU ETS, Energy Efficiency, Renewable Energy, Transport, Alternative Fuels, Energy Performance for Buildings Directives, etc.) so as to ensure alignment of projects that benefit from EU co-financing agreements . Also conduct analysis on State Aid aspects where needed.
  •  Participate in and support discussions with CSD InvestEU Programme Manager and project teams on InvestEU green eligibility considerations, InvestEU markers, climate proofing, green technologies and measures etc.
  •  Support internal analysis on additionality and concessionality in relation to relevant markets.
  •  Support the planning and delivery of green policy dialogue and technical assistance activities particularly those related to InvestEU.
  •  Writing of briefing papers, communications materials, development of case studies.
  •  Monitoring implementation and provide updates and reports for donors as needed and in coordination with the Bank’s Donor Partnerships team and other relevant colleagues.
  •  Other duties as may be required from time to time such as development of climate analytics, new proposal development, analysis and comparison of climate finance methodologies etc.

Knowledge, Skills, Experience & Qualifications

Education and Skills

  •  Relevant degree such as engineering, economics, finance, environmental sustainability.
  •  Excellent understanding of climate, energy and resource policy and technical aspects, preferably with in-depth understanding of one or more specific topics or sectors.
  •  Qualitative and quantitative skills and experience.
  •  Computer literate (Excel, MS Office suite).
  •  Excellent written and oral communication skills in English.

Required Experience

  •  At least 2 years experience in a consulting, finance, engineering, research/policy or comparable environment.
  •  Understanding of the EBRD region advantageous, especially countries of operation in the EU.
  •  Good understanding of EU climate policy and legislation, EU institutions and funding landscape.

  •  Excellent organisational and programme/ project management capacity.

  •  Energetic commitment to meeting deadlines and ability to self-motivate.
  •  Ability to work in a complex environment.
