Mission :

The· Expert will work closely with the S&E unit and all staff to ensure that the principles of Collaboration, Learning and Adaptation (CLA), are, be recognised and implemented as a fundamental element of the programming of the RFSA. It will ensure active, intentional and adaptive learning within interventions, and will play a critical role in integrating and implementing developmental activities. In collaboration with the COP and technical staff, it will also ensure appropriate and ongoing joint coordination and planning with other offices and missions managed by USAID, the· Expert will manage the management of other relevant donor activities, including,and initiatives by the host government and private sector actors.

Specifically, you will be responsible for the following tasks :

Lead the CLA component of the activity, ensuring the integration of adaptive learning and management into all programs.
Design and manage the strategy, system and tools for learning and adapting the project with an emphasis on promoting acquisition, management, and, documentation and dissemination of knowledge.
Lead the integration of results into program implementation.
Capture, share and apply the lessons learned, ensuring communication and collaboration with other partners working in Madagascar, and by sharing the lessons with the global community of resilience and food security.
Identify capacity building opportunities within the business consortium and beyond.
Lead joint planning with USAID/BHA, other USAID programs in Madagascar, relevant donor activities, host government initiatives and private sector actors.

Profile :

You hold a Master’s degree in development, public health, nutrition, agriculture or a related field.
You have professional experience with major donors, preferably BHA/RFSA and/or USAID/FFP.
You have at least 7 years of experience in supporting CLA activities in the context of international development, with experience in low-resource contexts.
You already have experience in monitoring and evaluating programmes, including the application of data collection tools and methodologies, in data analysis and data presentation.
You have strong conceptual knowledge of change theory, logic model, and food and nutrition security indicators.
You have excellent oral and written communication skills.
You speak and write fluent french and english.

Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending)
