Organisational Setting and ReportingThis position is located in the United Nations Verification Mission in Colombia (UNVMC). The Air Operations Assistant will be based in Cali, Colombia. The incumbent will report to the Chief Mission Air Operations Center (MAOC).

Responsibilities

Within delegated authority, the Air Operations Assistant will be responsible for the following duties:

  •  Assists in planning and coordinating routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights, military operational flights, and other air transportation activities.
  •  Review Air Mission Requests (ATRs) and advises the supervisor on the most suitable air asset(s) to be assigned to a task to achieve maximum safety, cost efficiency and effectiveness in the mission support.
  •  Complies with the daily projected Air Tasking Order (ATOs) by the requested tasks; publishes and communicates ATOs to all relevant elements per the established procedures and deadlines.
  •  Participates in coordinating the integrated search and rescue operations for UN air assets and other aircraft upon request.
  •  Handles and coordinates diplomatic overflight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews.
  •  Proposes and plans aircraft parking locations in coordination with local airport authorities, MovCon and the landing/unloading team and helps to ensure that the ramp area is clear of items that could cause Foreign Object Debris (FOD) damage.
  •  Monitors fuel upload and ensures that refueling operations are following the host country and safety standard procedures.
  •  Carries out the handling, loading and processing of dangerous cargo as per ICAO, CAA, IATA and UN established regulations, policies and procedures.
  •  Review aircraft weight, balances record, loads manifests and report any irregularities.
  •  Verifies cargo manifest.
  •  Monitors and ensures that aircraft are properly parked as per ICAO, CAA, IATA and UN regulations, policies and procedures.
  •  Monitors passengers embarking and disembarking in coordination with MovCon personnel and local airport staff.
  •  Monitor ramp access per guidance contained in the UN Aviation Manual and local directives.
  •  Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions.
  •  Performs other related duties as required.

EducationHigh school diploma or equivalent is required.

Job – Specific QualificationTechnical or vocational certificate in Air Transportation, Safety Management, Air Traffic Control or graduated from equivalent military establishment or military/air traffic control training is required.

Work ExperienceA minimum of seven (7) years of progressively responsible experience in air transportation operations or related fields is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher. Experience in the use of the International Civil Aviation Organization (ICAO) standards and recommended practices is desirable. Experience in the development and implementation of the safety and quality management systems is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Spanish is required. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
