organizational framework

The activities are part of the regional project FAO TCP 3909 “Reducing the impact of droughts and water scarcity on livelihoods and food security without leaving anyone behind.” The Project will generate regional public goods through participatory processes around 4 essential products to reduce the impact of droughts and water scarcity on agricultural production and SAN.

This mission is specifically framed in output 3: “Governments have the knowledge and tools to promote transformative innovations to reduce the impact of droughts and water scarcity on agricultural production and SAN.

The work is framed within the scope of the Regional Initiative 3 “Sustainable and Resilient Agriculture” of the FAO for the Latin American and Caribbean region. This initiative responds to the demand for technical assistance from the countries of the region in critical areas for their agri-food systems.

In addition, the Project is part of the Emergencies and Resilience program of the FAO regional office for Latin America and the Caribbean that seeks to prevent and reduce the impact of disasters and crises that may affect food security and agricultural livelihoods through of resilient and better prepared agri-food systems.

The incumbent will report to the Coordinator of the Emergencies, Risk Management and Resilience team of the FAO Regional Office for Latin America and the Caribbean and will work together with the task force of the project made up of specialists in water, disaster risk management, climate change. Agrometeorology, gender, and focal points in the country offices where the consulted experts are.

Field of specialization

The specialist will be in charge of identifying transformative approaches to reduce the impacts of drought and water scarcity that have contributed or may contribute to reducing impacts on production and SAN without leaving anyone behind. Specifically, she should be in charge of identifying these experiences, analyzing them from a scale of the Latin American and Caribbean region, and socializing them at a technical and political level.

Tasks and responsibilities

The professional will have the following responsibilities:

  •  Develop and implement a methodology for a participatory process to identify experiences in the implementation of transformative approaches to reduce the impacts of drought and water scarcity that have contributed or may reduce impacts on agricultural production and FNS: combining desk research, interviews, and technical dialogue and working with an interdisciplinary team from FAO.
  •  Prepare a document systematizing the process of applying the methodology.
  •  Prepare a document to systematize the experiences: describing governance/institutional architecture, implementation model, instruments, budgets and technical ingredients.
  •  Organize, facilitate and prepare the technical content for face-to-face conversation with experts.
  •  Systematization of the discussion: prepare a report of the discussion focused on the discussion and results.
  •  Prepare a policy brief document with public policy recommendations at the regional level, based on the discussion.
  •  Collaboration in the agenda/goals of the FAO RLC Emergencies and Resilience program: Contribute, through the activities of the product, to strengthening the agenda of the FAO RLC Emergencies and Resilience program.

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Bachelor’s degree in geography, agronomy, water resources engineering, renewable resources engineering, social sciences or related professions.
  •  5 years of experience in water resources management issues
  •  Minimum 1 year of experience in territorial planning
  •  Desirable experience in agriculture and / or drought.
  •  Native Spanish level, intermediate English.
  •  Desirable advanced level of English.
  •  National or resident with a regular work permit in the Country in which the services will be provided, as it is a home-based vacancy.

  •  Demonstrated ability to analyze, synthesize and present information in a clear and orderly manner.
  •  Desirable work experience in territorial planning.
  •  Desirable work experience in the public sector.
  •  Desirable experience and/or knowledge of a gender approach, an intercultural and generational approach.
  •  Desirable knowledge of the Latin American context in relation to the themes of the mission.
  •  Availability to travel within the LAC region.
