Advocacy Manager (m/f/x) – Goma, Democratic Republic of Congo – MSF Belgium At Doctors Without Borders


CONTEXT

In the Democratic Republic of Congo (DRC), Médecins Sans Frontières (MSF) works in collaboration with the Ministry of Health by offering medical care to victims of conflict and violence, displaced people or those suffering from epidemics or pandemics such as HIV/AIDS. This, thanks to its regular projects and emergency response teams. The latter are ready to respond throughout the territory in the event of an epidemic outbreak, natural disaster or conflict. Today: half of our operations are in the East and notably in Masisi and Goma in North Kivu in order to respond to emergencies (cholera, measles, population movements). The intensification of the conflict since mid-2022 has resulted in massive population movements in North Kivu, and an explosion in medical and humanitarian needs.

MAIN GOALS

As Advocacy Manager, you feed the humanitarian analysis and contribute to the development and implementation of advocacy activities at the level of the two projects, in support of the MSF Belgium project coordination teams based in Goma and Masisi.

GENERAL RESPONSIBILITIES

 Collect data in collaboration with project teams.

• Analyze key humanitarian trends, critical needs, risk factors of affected populations and the capacity of the humanitarian response.

• Share analysis internally and externally.

• Contribute to stakeholder mapping and power analysis.

• Establish relationships with relevant stakeholders and represent MSF

• Contribute to and/or implement analysis and advocacy activities (including research, report writing, message writing) at the local level, establishing links, if necessary, with other MSF sections in DRC and humanitarian advisors from headquarters.

Context-specific responsibilities

  • Mapping medical-humanitarian actors and funding in the areas of intervention of the 2 projects and ensuring regular monitoring of operational actors who have ongoing funding.
  • Participate in nutrition and gender-based violence cluster meetings in Masisi, and share MSF’s advocacy messages that must be addressed to actors at Goma and national levels.
  • Participate in humanitarian coordination meetings in Goma, share points of attention with project teams, share MSF’s advocacy messages which must be addressed to actors at the national level.
  • Document humanitarian needs, in collaboration with the 2 projects (coordination teams, medical teams, health promotion teams), by making recurring visits to health structures and displaced sites and by taking testimonies from patients.
  • Monitor the actors involved in the care of unaccompanied children in the Masisi displaced persons sites.
  • Update the Masisi project advocacy strategy and define the advocacy strategy for Goma
  • Resume contact with health donors in the Nyiragongo territory.
  • Formulate daily talking points regarding Masisi and Goma before MSF meetings with key stakeholders.
  • Coordinate with other MSF sections in the DRC on the definition of positioning and advocacy messages.

PREREQUISITES

Education:

▪ University training at master’s level (anthropology/social sciences/political sciences, law, public health, gender studies, protection)

Experiences:

▪ At least 2 years of proven experience in analysis and advocacy

▪ International experience working in the humanitarian or NGO sector is mandatory

▪ Experience in health advocacy and knowledge of the issues are assets

▪ Experience with MSF is an asset

▪ Experience in the DRC is an asset

SKILLS:

▪ Strong analytical capacity

▪ Flexibility and ability to adapt

▪ Organizational skills and attention to detail

▪ Good communicator

▪ Team spirit

Language: French and English (written and spoken) essential

CONDITIONS

▪ Expected start date: June 2024

▪ Location: Goma (DRC) (70% of the time) with frequent visits to Masisi (30% of the time)

▪ Type of contract: Fixed-term contract (CDD)

▪ Contract duration: 9 months (renewable)

▪ Salary according to the MSF-OCB field salary scale

▪ The contractual terms, conditions and salary will be established according to the official residence of the selected candidates and in compliance with MSF’s standard job and salary scales.

▪ No family position
