CONTEXT
The CESVI strategy in Italy provides for the expansion of projects and programs in the national territory with the introduction of new partners and financiers.
In particular CESVI is engaged in the areas of prevention of child abuse, socio-economic inclusion of young people and education for active citizenship. Projects in these areas are and will be financed by institutional donors and foundations that require high reporting standards.
CESVI has also developed a line of intervention at the service of companies wishing to achieve philanthropic objectives on the national territory, with cascading grant programs in which CESVI plays the role of intermediary, dealing with the selection, monitoring and reporting of projects on behalf of large donors, public and private.
JOB DESCRIPTION
The collaboration will begin in December 2023.
Workplace: remote / domicile, with the possibility of making trips on the national territory when requested.
The function responds to the Italy Manager Area ( AM ) and will work in close contact with the Administrative Coordinator Italy Area ( AAC ).
The Administrative Project Officer will implement an adequate administrative, financial and reporting management system for projects carried out by CESVI ( as lead or partner, depending on the projects ) and non-profit organizations ( ONP ) / partner on the Italian territory with which CESVI collaborates.
Specifically, it will deal with:
Financial and administrative monitoring of projects
- Update project accounts and spending forecasting tools monthly for assigned projects, in collaboration with Project / Program Managers / Officers ( PM/PO ) of reference and coordinating with the AAC.
- Ensure a correct and punctual allocation of expenses in coordination with PM / PO.
- Monitor the economic and financial performance of the projects.
- Support the AAC in keeping the general accounting and order records, if required ( registration send funds, invoices, etc .. ).
- Assist PMs in the preparation of the project Procurement Plan and its updating; in purchase procedures; in the preparation and / or control of requests for funds by partners.
Preparation and management of reports
- Check the costs borne by CESVI ( and any partners ) and prepare the cash flow statement files and supporting documentation for consequent sending to donors or project leaders in partnership in compliance with deadlines and reporting rules.
- Prepare and archive financial documentation for the purpose of intermediate or final reporting of CESVI projects and / or programs ( and its possible partners ).
- Support the preparation of the necessary documentation for any project audits in coordination with the AAC.
Relationship with ONP / partner
- Participate in technical-financial updating meetings with the various partner organizations involved, responding to the various administrative requests submitted by the ONPs.
- Carry out, if necessary, administrative-financial monitoring missions at the project partner locations.
Support in drafting budgets for new project proposals
- Deepen the donor guidelines when submitting project proposals.
- Support PM / PO in drafting project budgets in presentation.
Essential requirements
- Master’s degree or higher education in Economics, Political Science or equivalent.
- At least 3 years of experience in the financial and administrative management of social and / or educational projects in Italy, financed by national and international, public and private: from the development of the budget for new proposals and calls, to financial and follow-up monitoring, to internal and external reporting, to the management of partners from a financial and administrative point of view.
- Good knowledge of the main administrative rules, rules and reporting platforms of the main national and international institutional financiers ( by way of example: Territorial Cohesion Agency, Italian Agency for International Cooperation, DG DEVCO / INTPA, DG JUSTICE, Ministry of the Interior ( FAMI ), AMIF DG HOME, etc. ).
- Good knowledge of the main administrative rules, rules and reporting platforms of foundations, companies and other large private donors ( By way of example: Cariplo Foundation, With Children Social Enterprise, Cassa Depositi e Prestiti Foundation, etc. ).
- Strong budgeting and financial management skills, in particular strong mastery of forecasting, financial monitoring and follow-up tools.
- Good ability in organizing supporting documentation ( contracts, timesheets, TdRs, mission reports, boarding passes, quotes, logbooks, etc. ) in relation to the expenses and declarations requested by donors or leader.
- Excellent organizational and time management skills, quick analysis of complex issues and problem solving.
- Ability to manage workload and stress.
- Good interpersonal skills, communication and ease in communicating and collaborating with a team located in different locations on the Italian territory.
- Excellent computer skills ( Office package – especially Excel-, accounting ).
Good communication and writing skills in English
Desirable requirements
- Previous experience in project audit management.
- Domicile in Bergamo or Province
