Appointments to technical cooperation contracts do not confer the right to a career at the ILO or to an automatic renewal of the contract or a conversion for a commitment of another kind to within the Organization. One year of fixed-term contract will be granted . In addition, the extensions of technical cooperation contracts are conditioned in particular on the following elements: the availability of funds, the continuity of the need for the functions exercised and the services and satisfactory conduct.

Introduction

The International Labor Office ( ILO ) is committed to supporting the Republic of Congo through technical assistance to the Integrated Development Project for Agricultural Value Chains in Congo ( PRODIVAC ).

PRODIVAC will help resolve employment gaps in the agricultural sector and provide sustainable solutions to improve the employability of young people through entrepreneurship and the improvement of the national skilled workforce. The constraints, collected during the formulation of the PRODIVIAC project from the heads of the training establishments, the technical services concerned, crystallize around: ( i ) the absence of a qualified local workforce, of ways of opening up production areas to ensure local development and support the development of the private sector, ( ii ) the lack of social infrastructure and marketing, ( iii ) the weak organization of cooperatives and the lack of outlets linked to the lack of structuring sectors,

The Project will focus its interventions on four value chains ( casava, maize, poultry and fish ) prioritized by direct actors on the basis of market demand, their contribution to the national economy ( import substitution ) and the potential impact on farming households, young people and women. PRODIVAC interventions will affect 355,000 beneficiaries, including 40 percent women and 40 percent young people in the various links of the targeted agricultural value chains. The project is structured around the following components: ( i ) skills development and promotion of agricultural entrepreneurship; ( ii ) Improved productivity and resilience of agricultural production systems, and ( iii ) Institutional development and public-private dialogue, and ( iv ) Project coordination and management.

The ILO will provide methodological support in the implementation of PRODIVAC and as such will ensure: ( i ) the development and/or adaptation of existing curricula to growth niches in the economy with a view to facilitating young people’s access to jobs, ( ii ) the establishment of a platform/mechanism to anticipate the needs for skills and related trades through capacity building for teachers, business advisers, chambers of agriculture and of all actors of educational tools, ( iii ) the establishment of an effective mechanism for the integration of young people, integrating vocational guidance,awareness of young people to entrepreneurship and orientation in the field of entrepreneurship on existing opportunities and ( iv ) economic empowerment of rural communities with a focus on young people and women.

The Project team, based in Congo Brazzaville in the Republic of Congo, is made up of a National Project Coordinator, an Administrative and Financial Assistant ( st ) to the Project and a ( e ) Driver ( e ) Messenger ( e ).

Core Duties and Responsibilities

Under the general responsibility of the Director of the ILO Country Office for the Democratic Republic of Congo, Angola, Central African Republic, Congo, Gabon and Chad in Kinshasa, under the direct supervision of the CNP of the Project, and in close collaboration with the management team of the ILO Office in Kinshasa, the Administrative and Financial Assistant to the Project will be in charge of administrative and financial operations, including monitoring of the activities planned under the said Project.

Qualifications required

The Administrative and Financial Assistant to the Project is globally responsible for: Administrative tasks:

  •  Provide administrative support during the activities organized within the framework of the project, which consists of the evaluation and management of registers and administrative files, interpretation, maintenance of official documents, files and databases, drafting of evaluation reports as part of the follow-up to the ILO technical assistance project; provide the project supervisor with information on administrative procedures;
  •  Coordinate the administrative activities of the project in collaboration with the administrative sections of the office, and keep staff members, experts and / or consultants informed on administrative procedures;
  •  Participate in internal meetings to take notes and provide information on administrative matters;
  •  Administrative or secretarial support for meetings, seminars and / or colloquia;
  •  Drafts administrative correspondence, memoranda and reports based on oral or written directives, previous correspondence or other available sources of information in accordance with standard office procedures.

Financial tasks:

  •  Main financial records related to the project in order to reconcile expenses, balances, payments; prepare financial reports for seminars and workshops;
  •  Prepared purchases based on specifications and cost estimates of planned activities in accordance with ILO procedures;
  •  Prepare and very supporting documents, track project expenditure payments, and prepare budget and forecast analysis as required;
  •  Advise and assist project staff, experts and consultants on financial matters; analyze and improve the periodic and final financial reports of the project executing agencies;
  •  Make travel arrangements, make hotel reservations and issue travel authorizations;
  •  Perform any other relevant tasks assigned by the hierarchy.

Training

The incubent must have completed secondary education followed by training in management, accounting and / or finance, or another training deemed equivalent.

Experience

At least five years of experience in the areas of financial and administrative management; have good references in the organization of workshops, communication and public relations.

LANGUAGES

Excellent command of French and good knowledge of another official language of the DRC. Knowledge of English is an asset.

SKILLS

-Ability to process administrative and financial transactions, to keep financial and administrative documents, and to prepare related reports;

– Good computer skills. Knowledge of standard office software, email and automated information management system required by the work unit, including WORD, EXCEL, PowerPoint as well as common accounting software;

-Ability to maintain financial records and prepare reports and accounting entries;

-Ability to research and extract information from databases and ability to index reports;

-Ability to respond to requests from heads of government agencies, ministries, ILO constituents and NGOs. Ability to respond appropriately to worries made in person or by telephone;

-Ability to work with staff from other projects and other work units;

-Ability to work with confidential data and documents;

-Knowledge of project management practices and ability to quickly master the procedures specific to the ILO in administrative and financial matters;

– Ability to organize own work;

-Ability to assess correspondence and concerns to determine course of action;

– Ability to integrate into a team and work under pressure;

-Ability to work effectively with colleagues;

– Ability to obtain services from other work units, inside and outside the office, in order to accomplish the tasks;

-Sense of responsibility and availability;

-Ability to work in a multicultural environment and to adopt a non-discriminatory and gender-sensitive behavior.
