NATURE OF SERVICES:

The EUMC is currently recruiting an administrative and financial officer for the Field Support Services Project ( PSAT ) in Burkina Faso-Benin. PSAT Burkina Faso and Benin will offer technical, administrative, financial, logistical and supply services to World Affairs Canada ( AMC ) in Burkina Faso and Benin. The objective of the PSAT is to support the Government of Canada in its delivery of effective, efficient, quality and relevant development assistance in order to respond to challenges, to the development needs and priorities of Burkina Faso and Benin. The EUMC is looking for an administrative and financial officer who will be responsible for the provision of logistics, supply, administrative and financial services under the PSAT.

RESPONSIBILITIES:

The tasks of the Finance Officer and the PSAT administration include, but are not limited to :

FINANCIAL MANAGEMENT

  • Manage and monitor project-related expenses in accordance with the approved project budget to ensure that project financial data is kept precisely and in a timely manner ;
  • Keep accounts payable and accounts receivable to ensure complete and precise registers of project funding ;
  • Prepare budgets as well as financial and supply reports ;
  • Prepare annual forecast expenditures in accordance with the approved project budget and review the financial reports ;
  • Develop and manage the reporting and billing of services rendered ;
  • Ensure the maintenance of project finances and ensure that all information on bank accounts is correctly classified and kept up to date ;
  • Prepare payment requests and other financial documents, including budgets, expenses and financial reports ;
  • Administer timely payments and prepare adequate original and external ( supporting documents for expenses, banking transactions, reimbursement requests, purchases, consultant contracts/personnel and payroll, including tax returns and reports to government officials ;
  • Provide financial advice related to local laws and regulations, financial institutions and the reasonableness of the estimated expenditure for products or services in the beneficiary country in order to support compliance with the financial policies and regulations of the MAECD ;

ADMINISTRATION

  • Manage travel reservations for subcontractors and resources ;
  • Develop and maintain appropriate databases ;
  • Develop and maintain a classification system for all correspondence and supporting documents of the PSAT;
  • Process payments to subcontractors and suppliers of goods and services purchased.

QUALIFICATIONS AND SKILLS:

EDUCATION

  • Graduate diploma in a relevant discipline, such as business, finance, accounting or management;
  • Professional order or accreditation in accounting or finance ( CPA, CGA, CFA, etc. );
  • Additional training in the project management area ( PGR certification ), Public administration, Results-based management, Human resources management or other areas relevant to the function of this position;

EXPERIENCE AND SKILLS

  • At least 5 years of experience demonstrated in the exercise of financial and administrative functions, within the framework of an international development project in Burkina Faso and/or in Benin ( or in another French-speaking African country );
  • Experience demonstrated in the provision of financial management services, for example:
    • budgeting;
    • data processing for decision making;
    • budget allocations;
    • use of accounting software;
    • financial reports;
  • Experience demonstrated in the management of internal expenditure monitoring and control, that is to say, keeping of project financial files in accordance with recognized standards for internal financial supervision and controls, audit financial reports );
  • Experience administering the provision of logistics services, such as those related to vehicle rental, travel organization, mission and event management and planning;
  • Experience demonstrated in providing strategic financial advice.
  • Attention to detail and sensitivity to confidential information ;
  • Works with a high degree of precision in the preparation and entry of information ;
  • Capable of adapting to changing circumstances, with the ability to find innovative ways to manage problems and challenges ;
  • Manages its time productively and efficiently and respects changing deadlines ;
  • Capable of working effectively in a dynamic team environment ( working both independently and within a small team ); and
  • Excellent interpersonal and team building skills ;
  • Good analytical, problem-solving and decision-making skills ;
  • Demonstrated ability to exercise discretion and good judgment; honest and trustworthy;
  • Very good command of Microsoft Office and Google software, including Gmail, calendar, reader, spreadsheet, word processing and presentation software ;
  • Knowledge, understanding and familiarity with Canada’s international feminist aid policy ;

LANGUAGE

  • Professional skills written and oral in French. Knowledge of English will be considered an asset.
