Accounting manager At Première Urgence Internationale

We are looking for a ( a ) Professional with a university degree in Public Accounting, ( current professional card ) with a minimum of 5 years of NGO experience within which 3 years in a similar position, must have knowledge in platform management and / or NGO accounting programs, Accounting software knowledge ( SIIGO, SAGA ), knowledge of institutional donor financial procedures ( Echo, BHA / BPRM, UN agencies … ) and Knowledge of humanitarian actors

Meet our organization: Première Urgence Internationale ( PUI ) is an international non-governmental, non-profit, apolitical and non-religious humanitarian aid organization. Our teams are committed to supporting civilians who are victims of marginalization and exclusion, or affected by natural disasters, wars and economic collapses, responding to their fundamental needs. Our goal is to provide emergency aid to uprooted people to help them regain their dignity and regain self-sufficiency. The association directs an average of 200 projects a year in the following intervention sectors: food security, health, nutrition, construction and rehabilitation of infrastructure, water, sanitation, hygiene and economic recovery.

INSURANCE THE INTERNAL AND EXTERNAL ACCOUNTING OF THE MISSION

  • Guarantee an adequate registration of accounting documents according to Colombian law and the PUI procedures manual
  • Verify that the invoices caused meet the requirements of the law and the procedures of the organization
  • Ensure that the accounting documents file is ordered and updated
  • Make the monthly and annual accounting closing from the Colombian accounting
  • Alert the administrative and financial coordinator of any anomaly in the accounting that is in accordance with the law or internal procedures
  • Participate in the design and implementation of procedures to improve internal control and information flow
  • Generate policies and documents for the accounting area
  • Prepare all accounting records for the project and ensure that expenses are correctly allocated to the corresponding budget and accounting codes
  • Control and monitor the outsourced services regulator for national accounting
  • Diligent and keep updated accounting books ( auxiliary, daily, major and balance sheets, inventories )
  • Issue the certifications that are required based on the accounting books.

GUARANTEE THE GOOD FISCAL AND TRIBUTARY MANAGEMENT OF THE MISSION IN ACCORDANCE WITH NATIONAL REGULATIONS AND THE STATUTES OF THE ORGANIZATION

  • Ensure the presentation of retention declarations at the source, income statement and magnetic means according to the terms, current regulations and the respective related annexes
  • Review of settlement and monthly payment of retention at source
  • Prepare and fill out the formats required for the presentation of magnetic means established by law for the competent authorities.
  • Stay updated on all tax and tax issues for organizations that execute international cooperation projects.
  • Verify the calculation of the retention in the source of the service providers and the employees that exceed the limits established by law.
  • Presentation of income and wealth declaration and all those tax returns that apply.
  • Process the annual renewal of the chamber of commerce
  • Ensure the application and continuity of the RT qualification special tax regime
  • Maintain constant communication with the tax reviewer according to mission need
  • Prepare and present the financial statements with their respective notes, with the periodicity agreed between the parties or at least once a year according to the requirements of the accounting regulations. Certify general purpose financial statements

FINANCIAL MANAGEMENT, BUDGETARY AND ADMINISTRATIVE AT THE PROJECT LEVEL

  • Implement financial circuits and processes ( petty cash management, transfers, advances, payment validation, monitoring of regular payments, bank reconciliation ) to anticipate expenses at the mission level and optimize treasury needs and security.
  • Implement petty cash management procedures to ensure greater control and security, and ensure cash availability.
  • Ensure that all expenses incurred in the mission have compliant supporting documents.
  • Ensure quarterly financial reconciliation between the two accounting systems and / or those used by the parent company
  • Provide support in the presentation of information in the event of an external or internal financial audit
  • Prepare and supply the required information to the entities in charge of conducting audits to the different donors.
  • Support for HR processes: Verify and validate all processes related to payroll ( payment, settlement, retention certification at the source of workers, etc.) as well as the due liquidation of social benefits, social security together with their accounting.

OTHER FUNCTIONS

  • Actively participate in the good cohesion and communication of the team.
  • Immediately report any problems that arise regarding the loss / theft / damage of equipment or supplies.
  • Follow the base security rules.
  • Be aware of the safety rules, the social and political situation in the field at any time and provide feedback to the Administrative Coordinator / Financial Officer and Grassroots Managers.
  • Ensure the efficient flow of information related to finance, administration and human resources among the various departments within the mission.
