ABA ROLI Asia – Program Officer – East Asia At American Bar Association


The American Bar Association Rule of Law Initiative (ABA ROLI) is recruiting a Program Officer to supporting implementation of anticipated programs regional programming run out of ROLI’s office in Taipei focused on East Asia, LGBTIQ+ rights and Internet Freedom.

ABA ROLI is recruiting a Program Officer to support the Program Manager & Operations Lead in all regional programming currently and anticipated to be run out of that office including, programs focused on engaging civil society, legal sector, and private sector in East Asia and East Asian diaspora communities in Southeast Asia, regional programs focused on LGBTQI+ people, as well as programs on Internet Freedom. In this position, the Program Officer will be the vehicle for the maintenance of consistency and continuity of ABA ROLI programming. They will have both programmatic and administrative responsibilities and report to the Program Manager in Taipei.

Responsibilities

Principal Duties/Job Responsibilities listed in order of importance and/or time spent:

• Responsible for day-to-day administrative tasks related to East Asia programs.

• Work with partners, Program Manager, Project Director, to develop and implement programs.

• As requested, contribute to ABA ROLI monthly and quarterly reports, work plans, update articles and other ABA ROLI publications.

• Provide technical insight and support to proposal/new business development opportunities.

• Monitor legal and political developments, reporting them to the Program Manager or Project Director.

• Builds and maintains effective relationships with a range of program stakeholders and partner organizations to fulfill program objectives within specific budget and cost constraints.

• As requested, represent ABA ROLI at meetings with local partners or members of the international community.

• Ensures personal and program compliance with applicable anti-corruption laws.

• Maintains professional connections with partners, legal specialists, and consultants.

• Provide support to other ABA ROLI programs, promote, and represent the program and perform other related duties as required.

• Translate and interpret, as requested.

• Plan workshops, potentially including their logistical arrangements, as requested.

• As requested, participate in ABA ROLI Annual Meetings.

• And other duties as assigned.

Basic Qualifications & Interests (BQIs)

• University degree in law, human rights, global affairs, public policy, international relations, or another relevant field.

• Demonstrated expertise in one or more of the following areas: international human rights law, LGBTQI+ rights, digital authoritarianism, and transnational repression.

• Excellent written and verbal communication skills in English; ability to communicate in Mandarin.

Preferred Qualifications & Interests (PQIs)

• Previous work experience in one or more countries in East Asia.

• Experience in program management capacity including grant funded programs (U.S. Government-funded program management), and programs in highly restrictive environments.

• Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.

• Strong research, writing, analytical, knowledge management, and communication skills.

• Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.

• Ability to work effectively within a team and individually across an international environment.

• Demonstrated experience in creating, building, and maintaining professional relationships.

• High degree of organization, professionalism, integrity, trustworthiness, and flexibility.

• Ability to use discretion when working with confidential documents and information.

Physical Requirements

This position will be based in Taipei, Taiwan.

Extent of Travel Required in the Job

As a normal course of business, this job will typically require travel up to 25% of the time.
