Mission :

Under the responsibility of the Country Director, you will supervise all ACF operations in the province of North Kivu, as well as possible emergency operations in the provinces of Maniema or South Kivu. You will lead a dynamic team that responds to emergencies in three offices in the area (Goma, Mweso and Bambo) in order to contribute to the development and implementation of the country strategy but also to represent ACF to the parties. local stakeholders, and ensure monitoring and negotiation of humanitarian access at the regional level. You will also assess needs based on the programmatic strategy to ensure the best support for programs and compliance and harmonization of programmatic and support procedures throughout the area. Finally, you will monitor the implementation and quality of the programs.

More specifically, your role will be to:

Ensure that all projects are implemented consistently, in accordance with timelines and agreements with donors in compliance with ACF policies and procedures.

Implement project management and logistical, financial and human resources monitoring tools.

Ensure monitoring and quality of reports for donors, internal reports and data collected in the area of ​​operation.

Support the development and implementation of effective and efficient monitoring, support, quality control and ethics systems and processes.

Ensure everyone’s accountability; the implementation of functional, adapted methods for listening to and addressing community concerns.

Promote ACF operations vis-à-vis other humanitarian actors as well as communities and authorities.

Provide an analysis of the security situation, specific security risks and measures to be put in place and carry out analyzes on access and humanitarian space in order to maintain operations.

Provide support and coaching to field teams, ensure their development and continuous strengthening of their capacities.

This position provides for field trips in the North Kivu region, particularly in Mweso and Maniema.

Profile :

You have at least 5 years of experience in a humanitarian organization, ideally including experience in an organization implementing nutrition/health, mental health and psychosocial support, food security and livelihoods or WASH programs .You have already managed and supervised multi-sectoral humanitarian programs/activities. You also have experience managing teams and programs in complex contexts. You are sensitive to cultural differences and cross-cutting themes of gender, protection and environment. You are able to operationalize these and work in a wide variety of cultural contexts.
You know how to manage and apply a continuous control mechanism for operations in order to increase their quality and identify and limit the risks associated with their implementation. You have very good skills in analyzing context, a situation and its challenges. You know how to manage a team and have demonstrated training skills with a keen interest in increasing the skills and empowering your teams. You have excellent teamwork skills and building good relationships both internally and externally. You have a perfect command of the Microsoft Office package. You are organized and reliable, and you are able to show initiative and work with limited supervision. You are flexible, adaptable and patient with a positive attitude and a good sense of humor!

YOUR CONDITIONS OF EMPLOYMENT
Fixed-term contract under French law: 12 months
Gross monthly salary: from 2,899 to 3,376 euros depending on experience
Per diem and monthly living expenses: $974 net, paid in the field
Allowance monthly context: 450euros
Child allowance: 1500euros per year and per child present in the country of origin with ceiling
Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% of coverage for health contributions and repatriation insurance
Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
